By precedent, usage and practice this hus become one of the great, established laws of the land, and to run counter to and oppose this law was to Invite con troversy and party strife. This Is exactly what has been done by the house of lords. On Nov. 30th the lords rejected the "Budget” by the decisive vote of 350 to 75. This Budget Is the scheme formulated, an nually, by the political party then In power, and adopted by the house of common* for the purpose of raising revenues by taxation, etc., to admin ister the affairs of the governmenL The Budget Is then forwarded to the house of lords for their consideration, and, If necessary, revision. If I mis take not tills Is the llrst time since 1640 I hat tlm lordH have rejected the Budget In tolo. The house of lords Is an hereditary body, although their number may be Increased on the motion of the prime minister, subject to the approval of the reigning monarch. The house of commons Is an elec, five body, chosen by the people. The Commons Just recently adjourned was a composite body having five different parties In the chamber. On the opposition side were the Conservatives and the Unionists, although for all party purposes they were an unit On the Ministerial side were the liberals, the Labor party and the Irish Nationalist party. In the pre sent eon diet the Labor ami the Irish parties have promised their heartiest support and co-operation to the Lib eral party. A few nights ago In his great Ismdon spoaeh the Prime Min ister, with a masterstroke of political sagacity, announced that no liberal statesman could afford to make an appeal to the electorate for their sup. port without positively declaring, as one of the leading planks In his plat form, that Ireland should he granted home rule This statement coming from Premier Asquith ha* ngaln com mitted the liberal party to the further, lance of this cause, and coming at | this time will give the liberals the | Irish vote, which, per se. Is no mean | factor til the great questions that i come before the nation. The libera! party In Its effort to raise a sufficient revenue to cover the expense* of the government, have. I among other tilings, placed taxation on land values, landed estates, etc. j The feature of the Budget, naturally, lls very objectionable to the great land-owners and lordly aristocracy. | So on the 80th day of November they gave expression to their objections |by rejecting the Budget with a tun jjorlty vote of almost live to one. By their action the lords have de ■dared that the common* are unfit and I Incompetent to conduct the fiscal pol icies of the nation—which means that the representatives composing the j commons are unfit and Incompetent ‘to administer the affairs of the gov ernment- which means that the dec- 350 Koorei 200 Rath room* liiainm Men Familtr* Texuiata Dutch Ch iU Room* ladle* Rcftiauiaot Moderate Prices Send for Col cm ed Map of New York Another Tailored Suit Sale Nearly 500 Suits came in yesterday from a big New York maker with instructions to close out at half wholesale pri<,o3. X,IC DELEGATES WILL ASK PROTECTION FOR RIVER RINK An Important meeting of the canal and river commission of the city of Augusta was held in the mayor's of fice at noon Thursday. It was resolved to send a commit tee composed of Messrs. (\ Henry Cohen, Nlabel A. Wingfield and Fred B. Pope, to Washington, January Bth, to appear beforo the war department and the board of reviews at the hear ing secured for the commission by Hon. Thomas W. Hardwick, at which meeting the case of Augusta securing an appropriation from the national congress for the protection of the rlvor bank by reinforcing It will be discussed. This matter has not as yet been before the national congress and if the war department favors the work of protecting the river bank it will in all probability go before the congress at Its next convention. An appropriation of $150,000 will be ask ed for and If given the city of Augus ta will appropriate the same amount. It was also resolved at the meeting that Col. Dan C. Kingman of the war department, with headquarters at Sa vannah, be asked to accompany the representation from the river and canal commission. The Herald will get out an early edition tomorrow, so that the mer chant* can get their last messages to the Xma* shoppers. Get your mes sage to The Herald, Mr. Merchant, before 9 o'clock tomorrow morning. Christmas Cigars apd Candy at BurdelL Cooper Co. torate Is unlit and Incompetent to choose Its representatives for that express purpose. We see. therefore, that In Its last analysis the issue re solves Itself into a conflict between the lords and the electorate. The lib eral party has appealed to the ells', torate and should they be returned with a sufficient majority it is among the possibilities that some action will be taken by the commons looking to the curtailment of the power of the lords What form or direction it will take Is mere conjecture. Should the liberal party be defeated the conserv atives will return to power and the dignity and prestige of the lords will be upheld and their recent action apropos the Budget vindicated. The great mass of the electorate is enlightened, instructed, honest and tin purchasable. Out of the throes of this strife will be born —what? FIRI.EY HAI M Mayfield. Ga.
