The answer of the Vatican to the note
of Jude Taft, governor of the Philip
pines, concerning religious affairs in
the archipelago, was delivered to
Judge Taft at a late hour Wednesday
night. The answer tn brief, Is as fol¬
lows-; :
The contract which the Vatican pro¬
poses shad be signed by both parties
comprise twelve articles.
The tlrst article 'says the Philippines
jgor< rnin< nt Is to buy the lands of the
four religious orders concerned, the
pope acting as intermediary. -
The second article describe* what
are the agricultural lands to he bought.
The third reticle says that If some
of these lends are possessed by cor¬
porations, the friars will sell their
share.
The fourth article establishes a tri¬
bunal of arbiters to be composed of
five members, two of whom are to lie
chosen by the Vatican, two by the Phil¬
ippine government and the fifth mem¬
ber by the other four. In case of flis
agmment us to the fifth member, lie
shall be chosen in common accord by
the pope and President Roosevelt.
The fifth article provides that tho
work of the arbiters shall begin Janu¬
ary 1, 1003.
The sixth article refers to the title
deeds; these will be transferred to the
Philippine government.
Article seven sets forth that pay¬
ment Is to be made in Mexican dollars
in the period of time proposed by
Judge Taft in his note of July 3, inter
cst during the period of payment ac
cruing at 4 per cent. \
Article eight deals with the transfer
of the church of ancient crown lands,
with eccleslnslicnl buildingk on-them.
The ninth article proposes amicable

Refuses to Removo Friar*.
Article 12 declares that the Vatican
in the sphere of action which is in Its
competence, shall UBe nil of Its Influ¬
ence tor pacification of the Philippine
islands and In favor of their adhesion
to the established government and that
it shall prevent all political opposition
?m the part of the clergy, both regular
■and secular. The answer also snyR the
Vatican cannot accept the proposition
for the recall of the friars within the
period fixed. Such recall not being
jnstlfli d by reasons of force majeure,
it would tie contrary to the rights guar¬
anteed by thi> treaty of Paris anil
would put the Vatican in conflict with
Spain. It .asks:
"If the United States cannot order
the withdrawal of the friars how ran
the pope do so, especially when it has
been proved that all the accusations
made kgainst them were partly false,
partly exaggerated and partly inex

However, the Vatican promises that
It will try to Introduce into the Philip¬
pines clergy of other nationalities, es
pcciaily Americans, gradually as they

friars shall not return to the parishes

A special from St. Paul, Minn., says:
Tremedous damage, and it is feared
; great loss of life were caused by a
j tornado that swept In a southwesterly
direction from the Internationa! bound¬
ary across the northeastern portion of
northern Dakota Tuesday night. Three
towns, according to the meager reports
which were obtainable at. midnight,
were totally wiped out.
Railway and Western Union tele¬
graph Hoes are wrecked and there Is
no communication with the section of
the state where the most devastation
is thought to have been worked,
The little town of Borup, on the
St Vincent line of the Great Northern,
is an absolute wreck. The final report
Was that the entire town was wiped
out and hardly a structure of any sort
left standing. The report from Borup
came In very soon after the storm
struck and contained no information
as to the casualties.
With the report from the St, Vincent
branch came reports that the towns ot
Eldorado, about seven miles from
Grand Forks, and Thompson, between
Grand Forks and I.arlmore, had been
destroyed. At Thompsoh the great
Northern station lies a confused mass
of wreckage directly across the main
line. Stores and residences are in
ruins and the main portion of the
town is wiped out. The (population is
about 200 .
Mere fragments of Information come
from Eldorado ,but these indicate the
destruction of that town of about 250
people. Neither of the reports front
Thompson or Eldorado speak of loss
of life, • This is partially accounted for
by the fact that they Wfito Sent, let ore
news could have been received from
the outlying districts. The reports in¬
dicate that the tornado developed
southwest ot the lake woods country,
and took a course down Across the
northern portion of the state, travel
ing toward the southwest, its path
seems to have been unusually wide

The Northern Pacific is unable to
gain the slightest information over its
wires- from the storm district,

Early Tuesday morning what is though
to bhVO been the edge of a tornado
Struck si. Paul. Its onslaught was
sudden and fierce, high winds and a
brilliant electrical display being promi¬
nent features.
Grand Forks, N. D., was between two
storms, both of which were of terrific
violence and the outer edges of both of
which passed over the city. The two
storms traveled in parallel directions
and seem to have been central about
10 or 15 miles apart. Their course Was
southeastern. A heavy rain fail ot
hail stones came with the first, afid
in the second the ground Was covered
J with stones measuring two inches in
diameter. Many crops are ruined and
immense damage has been 0 , 'ne by the
wind. The depots at Eldorado. Thomp¬
son and McDonalds were blown away.
Thompson is badly wrecked and nu¬
merous farm buildings destroyed. In
Meekinook. Gllby, Inkster, Conway and
other towns north and west great dam¬
age was done.

It Is only less frightful than the aw¬
ful calamity of May 31, 1889, in cost
of life, but In its terrible consequences
it has brought the shadow of sorrow

of what had happened got abroad,
Men who escaped with their lives told
the terrible news, and it soon spread
like wildfire all over the city.
In scores of homes there were the
most pathetic scenes. Mothers, wives,
daughters, sons and relatives were
frantic with grief. Hundreds rushed
