Term, 1906, Superior Court. To the Honorable Court of Wayne County Georgia. Sitting at the November 1906. thereof. We, the Grand J errors at said term of said court, leave to submit these, our general presentments, and pray that the same lie admitted to record as vided by law. 1st. By a committee of this W0 have examined the books all the Justices of the Peace and Notaries Public and exofficio Jus¬ tices of the Peace who have sub¬ mitted their books for our inspec¬ tion, and find their books neatly and correctly kept with one excep¬ tion where the Justice of Peace in the 334th. District to make an entry of the cost in one case. 2nd. We reccomend the ment of the following named per sons as Notarics Public and ex officio Justices of the Peace the following Districts fully: D. S. Price for Jesup District. J.G. Maxell for Lulaton District. J. J. Johns for Nahunta District. John Mikel for Bitch District. II. W. Harris for Odum District. John A. Hilton for Screven Hist,. M. II. Roberson Waynesville Dist. 3rd. We have examined the . ]>er list; '1'lie list of all pensioners of the State; Indignent soldiers; Disabled soldiers; Indignent wid¬ ows; Widows of deceased soldiers. We reccotuend that, Lupenia berly, a patqier of this county : looked after and placed in the •of proper jHirsons to care for .interest; We reccomend that P. II. .Roberson be placed upon'the pau¬ per list and Win. Austin and E, N. Knight Ik* paced upon the pen¬ sion list. 4th. We reccoirend that all jur¬ ors be allowed the same compen¬ sation as is now allowed them and that the Clerk of the present Grand Jury ho allowed the sum of One Dollar extra compensation for his efficient service. We ap¬ point E. F. Fleming, F. E. and H. W. Hai ris to examine the books of the various County of¬ ficials and report upon the dition of same to the next Grand Jury; we attach hereto the report of the last committee on and accounts. 5th. We find the court house good condition except that is considerable dust ami dirt the floors, walls windows other places and reecomend tliat the County Commissioners same their attention; We find pumping station and fixtures in good condition as well as the er closets; We find the jail not Well kept ns should he and several water closets therein leak ing: We reecomend the put ,of sufficient hose to wash out both the upstairs down stairs of of the county jail sewerage and that same la* washed out twice a week; That a ditch be dug leading from tne end of jail to the Southern Railway. We reccomend that a wall be built around the jail as soon as possible and that small mattresses be pro videtl for the swinging therein. 0th. We recommend that the county commissioners be more dilligent in the discharge of their duties and more careful in sectir ing competent men as overseers and give the citizens and tax pay ers the benefit of cent possible ap plied to the read fund: That all roads he made wide enough to all ov vehicles to pass easily, tliat no reads in sandy soil be thrown up only in low lands where they will pack. We dis»»p- prove of the manner in which Road fund has been pended and find that thirty five per cent of same has been paid out to commissioners and over¬ seers. We recommend the re¬ moval of the tree in front of O. F. Littlefield's place as the same obstructs the public highway. Oth. We recommend tnd Coun¬ ty Court system and approve of its general management ami opposed to the establishment of a city court in this county. 7th. We recommend that the several Justice’s of the Peace dilligently discharge their and enforce more rigidly the law. 8th. We hereto attach the re¬ ports of the various committees of this body, and pray leave reference to same. And now as the time approach¬ es for the adjournment of this (knirt we desire to thank His Hon¬ or Judge Thomas A. Parker for his able charge to our body and for the valuable advice contained in said charge; the people of this circuit should be congratulated up on having as their Judge so able a jurist and so ?>ure a Judge and gentleman. Dart for their courteous attention and valuable advice given this body and commend their vigorous pro¬ secution of the law regardless of all persons or conditions. We commend the efficient man ncr ill which our Clerk W. A. Goin has discharged his (hities during this session: and we thank every other official for their ser¬ vice to our body during this scs ston. We recommend that these gen¬ eral presentments be. published in the “Wayne County News” and “Jesup Sentinel’’ and that the publishers of each be paid the sum of five dollars for publishing same. To the Honorable Foreman and Gentlemen of the Grand Jury. serving at the Novemlier term, . 1900. of M ay no Superior Court, Gentlemen: We, the tee. appointed at the May term j 1906. to examine the books of the County officers and report to .your Honorable body, have completed ,our work and submit herewith our report. We have examined the books of S. W. Urumme.v, ex-County School Commissioner and find them correct with a balance on hand of--which amount was paid overtoil. D. Purcell, pres ent County School Con mi-sioner. We have al-o examine 1 the books of B. D. I’urcell, County Commissioner and .find them correctly kept with a b dance on hand of $441.20. We have al so examined the books of the Hon¬ orable S. K. Harris, Judge of the County Court, together with those of the Ordinary, Sheriff, and Clerk and find them the same cor reetl.v kept. We have examined the digest for tiie present year ami find the same neatly kept but with some few errors which we hav e correct¬ ed and have furnished Tax Col¬ lector with a copy of same to en¬ able him to make a proper collect¬ ion of the taxes. We have also examined the books of the Com¬ missioners of Roads & Revenues of the County and find from their books that in a settlement made with the Tax Collector on June 3th. 1900, and by comparing their books witli the Treasurers books that the Tax Collector is still due the Comity $704.50 unaccounted for. We find from the books of the County Commissioners and the re¬ ports from tht*various Road ov¬ erseers made to them that $991.1* has been paid to said Road Over¬ seers ami tl.at $2045.88 has been paid for services rendered upon the roads by the men employed for said purpose. We also find fiom the books of the County Commissioner that $112.00 has been paid to the members of the Board of County Commissioners for services rendered by them in receiving and inspecting the new¬ ly worked roads and $183.00 has been paid to the members of the board of County Commissioners for services rendered by them in County Commissioners Court meetings. It will he observed from the above that about 35 percent of the road funds have been paid to the road Overseers and County Com¬ missioners in superintending and receiving the work done Jon the public roads. We have examined the County Treasurer’s books and find them correct. We also find at last report that lie had or; hand $7511.84 and had on hand Novem¬ ber 1st. 1909, $50.06; we also find that the County is due the treasur¬ er on commissions $74.94. Since making the ‘‘above report the Tax Collector has paid into the County treasurers 8704,50 the amount reported due the County by said Collector, which shows an amount of $755.10 in the treasury. Iu submitting our report to your honorable body we desire to make special mention of the very efficient, neat and valuable servic¬ es rendered Jthe County by the Clerk of our Superior Court in his extrarordinary system and method in keeping the County's records which we’have found to be correct and in a most excellent condition.
