In celebra tion of the day the Czar conferred high decorations on AL De Bunge, President of the Committee of Ministers; M. Muravioff, Minister of Justice; General Vannovski, Minister of War, and M. Grot. Secretary of State. M. Ivancheukoff, Assistant Sec retary of the Ministry of Finance, was made a senator. To M. De Bunge and General Vannovski the Czar sent receipts eulogizing their p vtriotic services to the state. The newspapers, in their annul 1 reviews, adopt an optimistic tone, dwelling upon the foreshadowed alliance between Russia, France and Great Britain. A down-town woman, who just ly bears the reputation of a com mon scold, recently became so en raged at some action of her inof fensive husband, that in endeavor ing to do justice to her feelings, she threw her jaw out of place„ Os course, she was immediately silent, and her husband, although he hurried with her to Dr. Pan coast’s office, experienced a sensa tion he had not known for years, for he berated his wife soundly and received no words in reply. The small cheeks—black and white, black and gray, blue and brown, shades of heliotrope, etc. —are most liked, and these are ns often combined with other fabrics as used for the entire corsage. The full front of a black crepo i gown is often made if fancy silk, plaited chiffon, or checked velvet. Box plaited of crepon—frequently en riched with embroidery or appli ques—give the papular slashed ef fect, and the sleeves are of crepon. Spangle embroidery is lavished on rich dinner and evening gowns, on fancy waists, and on dressy wraps and velvet coats; in fact, on everything that will bear so showy and jewel-like a garniture. Entire yokes are also made of spanglee in all the brilliant metallie colors, lapped like fishscales, so they re. semble chased armor. January 14 —Ex-Gov- irnor Waite, of Colorado, visited Woodstock, HL, this afternoon for the purpose of making a visit to Eugeue V Debs, who is con fined in the jhil in that place. The visit was not of great length, but Vlr Waite after bis return to the city expressed himself au greatly pleased with his trip. He said: “I had a very pleasant vis t with Debs, and we discussed the ailroad strike of last summer at 'reat length. Dibs, in my opinion, oas violated no law, end it is nard that he should be imprison ed. 1 think the Judges that we have now are inferior to those we used to have,” Tc-nighr, after bis lecture, ex- Governor Waite was entertained by the Chicago Press ®luh, the members of the club and the Gov ernor seeming to enjoy the occa sion hugely. South Charleston, Ohio, Jan.ls. —Two families, consisting of two men and women and five children ranging from 2 to 5 years old,we - e found along the roadside to-day almost frozen to death. The children were al’ barefooted and all were very poor y clad. They had slept out last night,with the thermometer 10 degrees below zero. They gave their names a* Sever and Flinn. They were driving from Brown County, Kentucky, to Kenton, 0., and expected to work for King’s stone quarry, in Kenton, as so< ■ as they could reach there, but their wagon broke down, and the/ were out of money. It was the most distressing sight ever beheld here in the way es pov erty. The authorities will furnish them clothing here and house them until the weather gets better.
