IMPORTANT TO ROMANS Every tax-payer of Rome is urg ed to pay hie City tax before No ember let. On that date the city hae obligations to meet that can not i*e postponed. Three hundred tax fifas are already in the hand of the City Clerk, and will be de livered to the Marshal next week for execution. But it is desired to avoid this method cf collection if possible and save to the tax-payee any additional cost; therefore this urgent appeal is made for the prompt payment of taxes and wa ter rente. No DUEL WILL BE FOUGHT At Least the Friends of The Kentuckians, after Consul tation Deem the Duel not Proper in This Particular Case. Washington, Nov. 2. —When Senator Blackburn was last in Washington he created consider able comment by declaring that Secretaiy Carlisle would not again Hike the stump in Kentucky, for good and sufficient reasens. Al though this seemed to need ex planation none was forthcom ing. Now, however th* story is out. Senator Blackburn was with a group of gentlemen at Chamber lin’s and was berating Secretary Carlisle in his usual impetuous way. One of 'he gentlemen pres ent was Lieut. Lucien Young, a junior naval officer, himself of Kentucky birth. Lieut. Young took offf nse at Senator Black burns remarks, and retorted in de fense of Secretary Carlisle. Sen ator Blackburn then made a remark about somebody would get his face slapped unless he was careful. Lieut. Young does not know what fear is He has a gold-hilt ed sword and an engrossed vote of thanks from the Kentucky Legis lature for bravery as a midship man in rescuing several persons from the Huron when she was wrecked off Cape Hatteras. He promptly told Senator Black burn that he was very close to having his own face slapped right then and there. “I will kill any man who at temps to slap my face,” Black burn is reported to have angrily replied. Then Lieut Young, without fur ther words, it is said, let out bis right and hit the senior Kentucky Senator a blow’ on the nose, which brought the blood. Before Blackburn could recover, the dis putants were seized by the on ookers and rushed in different directions. The question of a challenge has been thoroughly discussed in the resident Kentucky colony. Col. Dick Wintersmith, of Kentucky; Col. Sam Donelson, of Tennessee, and Col. Phillip Thompson of Kentucky, have finally decided that Senator Blackburn will not be justified iu shooting Lieut. Young on sight, as the latter did not slap Senator Blackburn’s face with the open hand, but did punch him in the nose with his clinched fist, the former being a blow Dot intended to do physical injury but to convey a mortal in sult, while the latter blow was calculated merely to injure the physical feelings but not the sen sibilities. On the question of a challenge it was agreed that were Lieut. Young in private life or holding a public office by election, or were the code duello recognized in the naval service as it should be, Sen ator Blackburn would be justified in sending hie friends to'Bee Lieut Young’s friend. But as Lieut, might be in dan ger of a court-mastial for fight ing a duel, and inasmuch as Sen ator Blackburn is called upon oc cassionally to legislate concerning the navy, the jury decided by a majority of one that it would be indelicate and ungentlemanly for Senator Blackburn to send the C allenge. On this point the minority of the bench, sustained by Col. Car ter, of Virginia, a most eminent authority, filed a dissenting opin ion. It was urged that there was nothing which would stand in the way of a duel; that Senior Black burn was bound to challenge and Lieut. Young to accept. Lieut. Young, it was contended, should have considered the con - sequences of his blow before he de livered it,and it would be a subter | fuge unworthy of a Kentucky gen- tlerm n to allow his position in the honorable settlement possible. JJJMoreover, in ease it should 1 e the Senator who was killed, he couldn’t legislate against ’he Lieu tenant, and in case the Lieuten ant should be kilied he couldn’t be legislated against.
