Ci UNTY records: We have examined the books and record i <>i the several county officers, and find them neatly and correctly kept. For full r«- i) rl on records see special report attach <1 o’ Mr. Foster Harper. TAX Cb'ILECToR Foi ful report of tax Collector's books, etc. . see report of expert accountant named above. We find that much of the taxes for 1896 are not yet paid ; many thousai d tax receipts and fi fas are in the office of the Collector and Sheriff for uncollected taxes prior to 1895 These back taxes, if collected, will more than pay off the entire float ing debt of our country. We have reason to believe that much < f these insolvent taxes on be col lected. We, therefore, recommend that the county Board place all tne insolvent taxes prior to 1895 in the hr D'Js of some reliable at torney with instructions to press collection, with special arrange ment with said attorney as to his fees, etc. We believe 'hat with these back taxes collected, and 1 the estimated three million dollars worth of property now in our coun ty not returned to the tax receive” were put upon the tax digest, our rate of taxation would be largely reduced, and the entire debt of the county paid off in less than five years. Twenty-five per cent of the taxes not collected are not on the tax dig*sts. TAX RECEIVER Wf find that many persons fail to make returns of their property, probably forty per cent of the en tire taxable property of Floyd County is not on the tax digest. The county is probably losing an nually the taxes on three million dollars worth cf propertv. Th s property should be put upon the tax digest. We, therefore, recom mmd that every Justice of the Peace within the county, except ing ti e Pome District, be required to make out a list or return of all the tax payors and their property in his district, and that one free holder, who is familiar with all the property and the values, be appointed to assist the Jus ice of t le Peace in each district, the .Jus tice and the Freeholder each to be paid one dollar and fifty cents per day tor said work, but in no case shall the sum paid to each exceed imi dollars. The Tax Receiver is requir d to assist the Justice of the Peace in each district in ma king up these reports or returns of property. We ask the County Commissioners to pre vide a spe cial committee and compensation for same to investigate and make a return of all the property at a reasonable valuation in the Rome District. We also recommend that all persons failing to give in. their taxable property be double-taxed, as directed by the law. LOW VALVES We find many of the people in county and city failing to give in their property at a reasonable valuation. This is the ca~e on merchandise and notes, as well as on real estate. We recommend that the tax receiver swear eacii an I every person on returns when made, and investigate by ques tions, or o'herwise, as to va'ues ol returns, and to cad the attention of the Board or Grand Jury t> any retu ns made at unreasonably lo.v valuations. B 'ARD OF ASSESSORS AND EQUALIZA TION We recommend that our repres edtatives use their best efforts to have a general law passed for the assessment and equalization of all the taxable property in the state. The following committee was ap pointed by the Grand Jury to at tend the next meeting of the Coun ty Board and represent this jurv and urg ? that some action be ta ken in relation to our tax returns, assessment and equalization: I D Gilliard, N H Bass and H B Parks. PROFESSIONAL MEN We find 105 Professional men in 'he County. Os this number 66 hsve paid their professional tax and 39 have default* d. We recom mend that the pioper authority 'ook into this matter. EXPERT ACCOUNTANT We appoint Foster Harper Ex per f accountant to examine books and accounts of all County officers for the vear 1897 and report to Grand Jury ot January term 1898 and be paid $75 00 for ths work when done. PUBLIC ROADS We recomm nd that the Com missioners of Roads and Revenue have the road leading from Veal’s ferry to the Alabama road straight ened, as per contract with Harper Hamilton, from whom' the fran chise was purchased by he coun ty- We recommend that the road at Lindale, recently opened to the Alabama read, be macadamized. We recommend that 'he bridg over Cabin creek he rebuilt, on Alaba"a road ; Also the bridge across Lavender creek, 0" the Texts Yal ey road, near J. W. Selman's, we recom mend be rebui t; We "Iso reemmend that the bridge across Cedar creek on the Cav-* Spring.road be rebuilt. We find the toads throughout the entire county generally in bad con dition, and we call attention of he road commissioners to the a vine. COUNTRY SCHOOL We find that in every section of this state our best people are mov ing from the country districts to the cities, in order to secure the benefit of the public school system there, which are so tar superior to the rvstem in country. This state <f a flairs in working destruction mid ruin te the country sections, by dns roying our rural neighbor hood- and society, cur churches and schools, and, in consequence, reducing from year tl e value of our turns, which reduction in value not only injures the land [owner, hut also the state and county in the matter ol f<xis. We earnestly advis* that nil proper steps be taken by our mi tho'ities so build up hit rural schools, and thus ch ck the influx of out people from the country in to the cities.
