RENEWAL: Seventeen states
have laws that prohibit discrimina
tion in housing. These states,
along with many other cities that
have such laws will be bound by
the recently enforced federal sta
tute that likewise prohibits dis
crimination. The Urban Renewal
Commission made public the law
recently in a letter issued to more
than five hundred local public
agencies involved in urban renewal,
that all contracts with private de
velopers must include the follow
ing clause: “The redeveloper will
comply with all state and local
laws in effect from time to time,
prohibiting discrimination or seg
regation by reason of race, reli
gion, color or national origin in
the sale, lease or accupancy of
the property.” Until the issuance
of the law, even in states and cities
where anti-discrimination laws ex
isted, public agencies could only
warn developers, and upon viola
tion could prohibit them from fur
ther participation in urban renew
al. While this does not apply in
many southern areas, there is a

Eugene Hatchel, French instructor
at Sophronia Tompkins Higl
School here, has recently beei
awarded a special summer study
grant abroad along with 50 othei
teachers from coast to coast. The
teachers will comprise a select
group from over 400 applicants.
Hatchel, who will be studying
under the Aspects of the National
Defense Education Act, will tour
Paris, Normandy, Brittany, Loire
Valley, Strasbourg, Avignon and
Besanion, France. He receiver
the nine week study grant through
Emory University, Atlanta, Geor
gia.
Last summer Hatchel studied
French at St. Lawrence Univer
sity, Canton, N. Y. It was there
that this advisor and director en
couraged him to apply for the
grant. Dr. Oliver Andrews, Direc
tor of the institute of French study
at St. Lawrence University, help
ed many elementary and secondary
teachers further their concepts of
the French language culture dur
ing the summer program offered
by the University, he commented.
The Director of all the Ele
mentary and Secondary French in
stitutes in the United States, Dr.
James Spillane of Washington,
D. C., also recommended Hatchel
highly for the study grant.

Mr. E. Shuler has been a rep
resentative of Guaranty Life In
surance Company since March 19,
1919, and during his 43 years of
service, he has been an outstand
ing representative. At one time
Mr. Shuler carried the largest
debit in the company’s system
and as the result of his. many
years of service, has many
friends and acquaintances
throughout the city. He is now
an Assistant Manager on the Sa
vannah District.
Mr. Shuler is a member of St.
Phillips Monumental A. M. E.
Church and holds the office of
steward in that church. He is
also a class leader.
