[From the Atlanta Intelligencer. GEORGIA LEGISLATURE. Monday, March Bth, 18fi9. SENATE. The Senate met pursuant to adjournment. Mr. Morrell moved to reconsider the bill to amend the charter incorporating the Griffin and North Alabama Railroad. Passed. Mr. Merrell moved to amend the bill by add ing : Provided said railroad be constructed by the way of Newnan, in Coweta county, and Carrollton, in Carroll county. Lost. SPECIAL BUSINESS. Bill to provide for the farming out the Peni tentiary of the Btate, and for other purposes. Passed. A message was received from the Governor vetoing an act entitled an “ act to incorporate a town to be called the town of Parkinsville.” Mr. Lester moved that the bill do pass over the Governor’s veto. Mr. Hudson—A bill to incorporate the Sa vannah and Tybee Telegraph Company. Rend first time. Mr. Hudson—A resolution tendering the use of the Representative Hall to Mr. Trevillick on to-morrow evening, lor the purpose of deliver ing a lecture. Subject—The Right of Capital and Labor. Which resolution was adopted. SPECIAL ORDER. The House took np the bill to establish a system of public instruction iD the State of Georgia, the same being the special order for to-day. Mr. Rawls moved to refer the whole subject of public instruction to the School Teachers’ Convention, with the request that said conven tion recommend some practicable system. Mr. Tweedy moved the passage of the origi nal bill, and called the previous question, which was sustained, and the bill was lbst. The substitute offered by Mr. Paulk, of Gwinnett, was then adopted in lieu of the original bill, the report was agreed to, the bill read the third time, and passed. The Governor has signed the following bills: An act to incorporate the DeSoto Manufac turing Company, of the county of Floyd. An act to authorize the ordinary or Fulton county to issue bonds to raise money to meet outstanding bonds issued by the Inferior Court of said county In 1865 and iB6O. Also—A resolution authorizing advance pay ment to State Printer. A message was read from the Governor veto ing “ An act, to lie entitled an act to extend aid and lend the credit of the State of Georgia to the Memphis Branch Railroad Company, and to amend the charter of the same,” aud made the special order for to-morrow. Whereas, Alarifc majority of those requiring our service* persist in postponing the paymqnt of fine*for said services to suit their own con venience notwithstanding the fact above set forth, and in the face of the published declnra tiou of the profession that “ all fees are held to be due at the time the service is rendered,” and, Whereas, The exemption laws of the State, now in force, shield fully three fifths of the people from sneh processes of law as might otherwise enable us to force the payment of our claims, therefore, be it Resolved, By the physicians of Nashville, Edgefield and vicinity, in convention assem bled: 1. That, as all tees are held to be due at the time the service is rendered, it shall be the doty of the surgeon or physician to present his bill as soon as his case is discharged, or at the end of »he month, as he may see proper. 2. Office cases-ore cash, to be paid for at the time the service is rendered, and especially venereal cases, which are to be subject to the general rule, except that charges for these cases are higher than others as set forth In the bill of charges. 3. Consultation tees in every case are to be paid bO the consulting pbysieiau at the time the consultation is held, except where the attend ing physician calls the consulting physician in, when the attending physician should collect the whole fee. It is solemnly agreed b**ween us that each and every member of the convention is bound by these rales, that we individually pledge our selves to observe and enforce tbeni so far as we can, and that we wiJJ n °ld a ny willful violation of them by any *mber of the profession, either in or out of this convention, as discounts to the convention and unprofessional in the offender. , 7. It shall be the duty of the Secretary of the convention to have bill-heads prepared embrac ing * synopsis of these rules, which shall be used h yi each, member of the convention. It’is not intended fce be understood from anything in the above that we wish or intend to depart from our formal rules of attending, free of cost*, charity patients. 8. It is clearly understood that no modifica tion of the present bill of charges is to be made at present, and every practitioner is required to adhere strictly to the rates therein set forth. {Special to the Cbarleeton News.
