during the whole time occupied in Regis

VIII. Interference by violence, or other
oppressive n cans, lo prevent the Regis
tration of any voter, is positively pro

the military authorities.

Resolved by ihe Senate and House of
Representatives of the United States if
America in Congress assembled (two
thirds of hiiifi Houses concurred), That
the following articles ho proposed to the
Legislature:: or tho several Stales as an
: amendment to .the Constitution of the
United Stater, which, when ratified by
three-fourths of said Legislatures, shall he
valid as a part of the Constitution, namely:
Article—Section I. Ali persons born
| or naturalized in the United States, and
I subject to the juriitictlon thereof, are citi

| State wherein they reside. No State shall
make or enforce any law which shall
abridge the privileges or immunities of
