Money Market The accounts of the Bank of England during the past week Tarnish no material for comment, j Gold was arriving freely, but the increase of bullion was trifling. There was a large in- ! crease, however, m other securities in bank, J and the stuteme.it shows - that the discount I business has been renewed. London consols j were selling at GBJ for account. [From the Charleston Courier,!d inst.] FURTHER BY THE AMERICA. Last evening, we received further Tele graphic advices, informing us that the news i by tae America was considered favorable in New York. In this city the accounts received on Saturday were viewed in a different light. it is now stated that there had been no de cline in Cotton in the Liverpool market. Our first news by the America stated that the quo tations for lair Cotton were the same as be fore, but that there had been a decline of an cighch in the lower qualities, which we think j is likely to have been the case, although these ! descriptions of Cotton may have revived from j the depression of the very last date. k The Potato crop in Ireland is said to be less j than an average one, although the weather had ' been good. With regard to the Irish rebellion, the ac- j counts arc conflicting. The European Times i says that the affair is one arising from a diffi culty about crops, and a fear of another year ! of starvation. Other papers, however, speak of it in different terms, and consider it in a ‘ much more serious light. Mr. Corcoran, of the firm of Corcoran & I Riggs. had not yet concluded his negotia* ions ! with the London Capitalists, and had gone to Paris. The steamship Southerner, expected to-mor row morning, will probably bring us full ac counts ot the news by the America. Arrival of the Coluonbus A telegraphic despatch to the Consignee of the steamship Columbus, announces that she reached Philadelphia on Safu. day evening, in fifty one hours from this port. October Elections. There has been elected to the next Congress i 5 Whigs and 19 Democrats, being a Whig i gain of one. compared with the present Con gress. In the ensuing month of October, 61 additional members are to be elected, as fol low's : Thus far elected 24 nominees. Georgia, Oct. 2d 8 Florida. Oct. 2d 1 South Carolina, Oct. 9th 7 Pennsylvania, Oct. 16th 24 | 1 Ohio, Oct. 10th 21 1 Total, to end of October. .8-5 In Pennsylvania and Ohio, Sta f e officers * and members of the Legislature are also to j be chosen ; and in South Carolina, members ; 1 of the Legislature, who choose the Governor J and Electors of President. I In November, 34 Congressmen are to be a elected in New York, sin New Jersey, 10 in > Massachusetts, 3 in Michigan, 2 in Texas, and | * 1 in Delaware. Total, to end of November. 140, or more than half the entire House, which now, when lull, comprises 230 members. No t further elections after November take place h until March. — A*. 1. Jautfial of Commerce. , 0 ~~ n The United States and Rome—Death of t( Dr. Martin. —The Washington Union of 27th “ ult. has the following: “A very long and interesting despatch was u received at the State Department, by the last ! [j steamer, from Dr. Martin, our accomplished Charge d’Affaires at Rome, giving an account of his cordial reception hv the Pope—of the compliments which his Holiness paid to orr country —and treating, with great clearness and force, of the situation of Rome, and of the political condition of the Italian States. It was written in the Doctor’s happiest manner. r This despatch bears date on the 20th August. ! And now remark the melancholy change which c has so rapidly ensued. “It is with much concern we have to state I 1 that the same arrival brings letters from Mr. Bancroft at London, and Gen. Armstrong at Liverpool, stating that Dr. Martin was taken violently ill on the 25th of August, and breath- < cl his last on the 2Sth. Thus the country \ t loses an admirable representative abroad —a man of decided talents, of great accomplish- r meats, and high character, and one of the ; best writers in our country. He had, proba bly, no superior in the power of composition ; \ and no production of his pen could well have surpassed his last despatch to the gov- - eminent.” 1 The New - York Express publishes an ex tract from a letter dated Rome, August 28, i which says that Dr. M. w’as taken with a fever, 1 but died suddenly, it is thought, of appoplexy, on Saturday, 26th Aug., at half past ten. The writer was the only American with whom he had any intimacy, and sent to Mr. Buchanan the particulars. The Dr. was to be buried on the afternoon of the 28th. [Fro n- the Chattanooga Gazette, 2'Jl'i ult.] Stex aboats—-Herchanlizc— Jotton ; The steamer “ Cassandra,” lett this place on Tuesday night last, on her upward trip to j Knoxville. This excellent Boat has never missed a trip during the past ten and a hall * months that she has been running—a success never before the lot of any other boat, and a presage that the Tennessee river is to be navi- < gated with as much speed and certaintv as any other stream tributary to the “ father of wa ters.” We notice that the fall and winter stocks of * goods are coming early this year than former ly. From the number of wagons daily ar- ’ riviag from the head ot the Road, -we look for a much larger amount of goods to pass through 1 this place for di-tant points, than was ever be- I fore carried. Ihe facilities afforded by the Southern Rail Roads, for speedy, safe and cheap transportation, is drawing merchants from remote points to this route, and when the Rail Road is finished to this place, merchan dize will be wagoned more than a hundred miles from the river. The Cotton crop in North Alabama, is not so large this year as it was last. Less Cotton was p’anted, as the planters did not wish to grow Cotton at such low prices, when their h nds were as fine as any in the country for the production of grain. But notwithstand ing less Cotton will be raised in North Ala bama. we believe more will be shipped over th» Roads to the Southern cities. The expe riment of sending Cotton South was tri d last year, under disadvantageous circumstances, hut the merchants and planters were general ly well pleased. I* we are not greatly mista- ! ken, one hundred wagons or more, can be reg larly employed on the road between Dalton and this place, during the winter, hauling goods from and Cotton and Produce to the aead of the road. # A Plurality elects the Presidential Elec toral ticket in Maine. The ticket having tin highest number of votes will therefore be sue cessful. without the intervention of the Leg islatnre. [ From the Washington Union, 28 lh ult.] More Secret Letters- The Detroit Free Press states, that— “ Mr. S. Lamed, of this city, made a speed in Spring wells on Friday, in which he said h< had seen private letters from General Taylor t< ! citizens ot Detroit, in which he avowed him■ j self in favor of the IVilmot Proviso, and ii; which he pledged himself s o use his influence | in tavor of the adoption of the measure. * “In the South, the whigs claim Gen. Tay lor as an anti-proviso man, and a reliable mar | so far as the interests of southern slavehold ers are concerned. In the North he is claim ed as a Wilmot Proviso man, and in favor oJ ; the abolition of slavery, &c. The people ol the whole Union should know' the two faces of whiggery.” It is strange that there should be so much smoke and no fire. Corwm affirms the exis tence of a private letter to the same effect; Truman Smith, and Bates of Massachusetts, the same. Is it not probable that the chair man of the executive committee may have i sent a copy of his private letter to his confi- I dential friends in the non-slaveholding States, to give them the cue? Not so in the slave -1 holding States, where PrentUs and Benjamin hold a different language, and Dr. Pannill, whig elector of Virginia, is said to have made a similar declaration with the New Orleans friends. These double faces indicate a fraud upon the people, which ought to be unmasked. We learn that a great number of the patri otic young men, who have served in the late war, and others emulous of fame, are eager applicants for commissions in the army. Since the discharges which the law required to be made on the termination of the war with Mexico, there is no probability of any such appointments being made for some time to come. We learn, on inquiry, that there are now attached to the army fifty-eight brevet second lieutenants waiting promotion. Os these, forty-one are graduates from the Mili tary Academy, and seventeen non-commis sioned officers appointed brevet lieutenants for meritorious services under the act of March 3d, 1847. As vacancies occur, these brevet officers will be commissioned, and it must be some considerable time before any other can be appointed. We trust, therefore, that it will be seen that the wishes of those now in civil life, who de sire to adopt the military profession, cannot be gratified.— lbid. Special Notices. I. o. O. F.
