What Constitute* IMuiraej! This question, which has exercised the] faculties of the Lest intellects, North and! South, ever siucejtlie adoption of the Vir- 1 ginia resolutions of 1798’9'J, is about to be settled judicially; and therefore there i will be no need, on the part of the faith ful, to solve the riddle by wading through <thc platform of 1852, or the more recent emanations of political metaphysicians. - If the editor referred to in the subjoined ' .paragraph should succeed in recovering; •the subscription claimed from his refrac tory “patron,” then the files of the Alton Expounder will hereafter be the text-book j for the Democracy, and stereotyped co pies will be in great demand: “The courts of Illinois have for decision the most perplexing question that ever Jpfctiled the bl'uin of a judge. The ques tion is, What constitutes ‘Democracy?’—- The question ‘originated thus: A demo crat at Alton subscribed $25 to sustain a democratic paper, but afterwards refused 'to pay his subscription because the editor’s views of Democracy did not coincide with Ills own. The editor sued for the money. Several prominent Democrats were called to the stand, but the testimony as to what Democracy is was decidedly incongruous and conflicting. The justice decided in fa vor of the editor, but the subscriber took : appeal to a higher court, and a rich time I 5s expected in taking testimony on the luain question. Barnum, in his examination at the Su preme Court, New York, in relation to his -financial difficulties, says:— I am the poorest kind of a business man, but my late kookkeeper is now preparing a statement, which shall be furnished you within twenty-four hours, giving you ev ery item, to a dollar; you will find that I have no desire to keep anything back, for I wish you to understand that the stan dard of morality for showmen is a peg or two higher than that found iu the atmos phere of Wall street. A Most Extraordinary Case. De cently Colonel Richardson, United States Marshall of the district of California, was assassinated in the streets of San Francis co by one Charles Cora, an Italian and a notorious gambler. Shortly thereafter the fat official vacancy arising from Richard son’s death was filled by President Pierce, in the appointm nt of a Mr. Me Du (fee to the responsible office in q estion. Now, St appears, from th 3 San Francisco Bute-! tin and other Califoru a papers, that this aforesaid Cora was the partner or associ ate of McDuifec in “riic hell” of lie latter, and that Van R ad, who, it is alleged, was at the same time a partner in Me Dal-! Tee’s gambling house, was busy in hunting wp testimony to get Cora clear of the law, while McDuffee was absent, having com - <on to Washington to get. the olli made vacant by Cora’s bloody baud. Indignation Meeting at Norfolk The citizens of Norfolk held an indigna tion meeting on Saturday night last, anil; adopted a series of resolutions in which the Legislature is charged with treating the claims of Norfolk with neglect, if not contempt, by denying it a share of its leg islation, in the subject of internal improve ment, and with imposing various tax. s upon the mercantile community. The res olutions instruct the representatives of Norfolk to vacate their seats should the session of the Legislature be ext n ’e i, and i recommend the annexation of the counties of Norfolk and Princ ss Anne to the State of North Carolina, and that the vote of the people be taken on the question at the : next election. Railroads in Italy.— A correspondent of the Newark Drily Advertiser, under 1 date of Genoa, Feb. 22d, says: “These revived prospects of Genoa, are produci g the natural effects upon the Imperial Mas ter of Venice and the Papal States, and recent movements indicate that we may have, wit’ in the next five years, a central railway from the decaying old ‘Bride of the Sea,’ to Rome and Naples.—A Con Yontion of Engineers has been summoned at Vienna to consider the subject. T e Papal Government is also considering a project for a railway between the Eternal City and its port of Civlta Vecchia; and British and French cont- tors, who are pushing enterprises for their ow benefit all oevr the Continent, are now contending for the privilege of connecting Rome and Naples by raiL They propose a part of the old Appian Way, and to include Ter racina and Gaeta in the route, which it is said, may be reduced to four hours An important incdiental benefit would be the draining and colonization of the Pontine Marshes.” Well Forgotten.— The Briugbamton Democrat says; “The London Telegraph, enumerating the American cities which the Britishers could take ‘just as easy,’ in case of war between the two countries, leaves out New Orleans altogether! We can’- account for the omin'ssion, except on the ground that they took it in 1814, and do not think it uecessarv to take it over again.” An American, a clergyman of the Episcopal Church, who recently went over to Home, and became a priest, while his wife went into a con vent, was so shocked by the abominations which he witnecsscd, and by the attempts made upon the virtue of his wife, that he withdrew from the Church and published an appeal to the world against its wickedness. Homicide.—A man by the name of Evans Arnold was killed by Itodriek Evans, on I’lmrs j day evening lust, in this county, a few miles! north of this city. The parties, who it appears were cousons, were at a log rolling, at the resi dence of the farther of the Tatter, when a quar-j rel ensued. Arnold drew his knife and advanc ed on Evans, who picked up a stick, struck the other a blow across the head, which resulted in his death on the same evening. —Atlanta Intclli- j gtneer. The Transit Company and Walker.—The! Washington Star entertains the opinion—which it says is shared hy the best authorities at the-- Federal City—that Walker cannot sustain him self without the trips of the steamers of the Transit Company. Walker “Dishonored.” —The Journal of Commerce states that a draft for $4,080, being twentv dollars toll levied by Walker upon eueh passenger who cam" over the Nicaragua Transit route, on the last trip, has been presented at I the office of the company in New York city, where acceptance was refused. ----- :■ - Admission of Khnsas j The following are the provisions of the Bill introduced into the Senate by Mr. Don las, from the Committee on Territo ries, to authorize the people of the Terri tory of Kansas to form a Constitution and State Government preparatory to their admission into the Union when they may have the requisite population; which was read and ordered to be printed: The first section provides that whenever it shall appear, from the taking of the cen sus, that there are 93,420 inhabitants in the Territory, they be authorized to hold a convention and form a State constitution prepatory to dmission into the Union on | an equal footing with the original States in all respects whatever. Second, That the said convention shall lie co i ; posed of delegates from each repre sentative district within the limits of the prqp<esed State; and that each district shall elect double the number of delegates to which it may bo entitled to representa tives in tlie Territorial Legislature ; and that at the said election of delegates all wiiite male inhabitants who shall have ar- rive i at the age of twenty-one years and shall have been actual residents in said Territory for the period of Six mo ths, and in the district for the period of three mouths next preceding the day of election, 1 and who shall possess the other qualifica tions required by the organic act of the! : Territory, shall be entitled to vote, and that none others shall be permitted to! ; vote at said election. Section three provides that certain prop ositions be offered to the said convention of the people of Kansas, when formed, for their acceptance or rejection, and, if ac cepted by the said convention, and rati fied by the people at the election for the adoption of the Constitution, shall lie ob ligatory on the United States and the said Territory of Kansas. Ist relates to a grant of s ctions 16 and 30, in every township, for the use of schools, &e. 2d. Seventy-two sections of laud shall be set apart for a State University, to be : selected by the Governor, subject to the approval of the Commissioner of the Gen eral Land Ossie, &c. 3d. A West -i n ditor replies by assuring his con temporary that a good many melt in that sec tion have done the same thing by marrying one. A Northern editor retorts that quite a num ber of his acquaintances found trouble enough by barely promising to marry without going any further. Davis. Albert. Strniiii, Andrews,Thomas,Terry. Hanieiter, Parr, Kile. Forsyth. The minutes of last meeting were read and confirmed. A communication from citizens, on the sub ject of Calhoun Street was received and refer red to the Street Committee. The Committee on Finance reported and re commended the payment of bills to the amount of SIBO 07 cents, and the same was ordered to be paid. The following report Was offered by the Committee of Fmauee, which was received and adopted by Council, viz : The Finance Committee, to whom was re ferred tlie account of Mr. A. W. Owen. Prin cipal of the “ Holland Free School,” having examined the same, find it correct, and recom mend Gmt tin: balance due him (one hundred. and sixty dollars) be paid. The Committee regret that they lmve note had an opportunity of visiting tlie School—it, indeed, a visit from them was expected—aud would earnestly recommend that a special Standing Committee of three members ol | Council be appointed, whoso duty it shall be to ! visit said School at least once in each Term, j aud- report its condition to Council, Said Oom i mittee shall likewise attend all public Examina tions of said School, and audit aud certify all bids against Council on account of the School. The undersigned are not sufficiently -conver- Isunt with the condition and management of the I School, to express any opinion in reference to I 1 the advantages heretofore, or hereafter to be, : derived from ft by the community at large ; but ; thdy are satisfied, if it is politic to maintain such an institution at the public expense, more | attention should bo given it than seems hither to to haVe been bestowed upon it by Council. The School, if worthy, and capable of afford ing the facilities for which it was designed, should be liberally endowed and fostered ; other wise, in the opinion of the undersigned, it should be totally abolished. Europe, and the less rapid increase of receipts, |in the various Seaports, has given an impulse !to speculators, and prices in the various mar- I kets have advanced from 1-4 to 1-2 cent per lb. ! Buyers iu this market have paid as high as :§M 75 for loads. VVe quote extremes at Bto 9 3-4. BACON.—The receipts of Bacon still con tinue large. The quantity of Bacon now in Atlanta is very heavy, and sales have Irani made on a more liberal scale than we hud rea son to expect, so early in tlie season. Some lots have been sold as low as 9 ets. hog round. We quote 9 to 10 cts ling round in large quan tities. While the markets are on the decline it is difficult *o quote prices with accuracy. Lard is abundant and sales at 10 all cents, by the package. GRAIN AND FLOUR.-Tlu-re is but little coming in front tlie country—barely enough to supply the city demand. Hence pri ces are sustained here, or nearly go, while tlie same articles have declined itt other markets. GROCER IKS.—Wo have little or no | change to notice. Since our last a fair supply I of West India Molasses Ims been received, and is retailing at 50 cts. with a piospect of a low er price. DRY-GOODS.—In looking round we find the stocks in this branch of business very full and that the styles of goods are fine anti at tractive. Wc still hear it often repeated, that Dry Goods sell very low. IRON AND HARD WARE.—We nt tice the stocks in this line are better than usu i ui, while the competition keeps prices very low, las compared with other markets. Usual sizes of Swede iron, sells at 534 to 6 cts. Eng lish Rolled at 3 3-4 a 4 cts. Band iron 6 ets.
