WKiKwpAT neurnuu iiculuSt North and South Excursion Tick ets. —The attention of all whom it may concern, is called to the subjoined circular sent to us, which we are informed is based upon editorial suggestions contained in a late date of the Chronicle <fc Sentinel : Western Si Atlantic Railroad, I Office Superintendent, > Atlanta, fra., Dec. sth, 1868- J Pear Sir- Frequent inquiries respecting the price of Lands in the South are being made by parties in th • Northern and West ern States, showing a growing disposition for emigration and travel southward. The Hagerstown (Maryland) Mail thus announces a contemplated excursion of a party from that section: “About the 18th of November a party of gentlemen contemplate a second excur sion to Virginia and the South. All who wish to join the party, and report the fact at the Mail office prior to the 10th of No vember, will be famished half- fare railroad tickets for the excursion. Hotel and other accommodations have been promised at re duced rates.' It is very evident from the tone of the Northern Press that there is a strong inclination in that section to sell Lands at the prevailing high prices here, AND TO INVEST IN THE CHEAP LANDS OF THE SOUTH. 'J his inclination should be encouraged by us as far as practicable. One great restraint upon Eurgration, or the Travel which to a great extent pre eedesit, is the expensiveness of the trip, AH COMPARED WITH THE ACCUSTOMED Northern Rates, To obviate this objection it has been suggested that Winter Excursion Tickets, at HALF fare good for any route, be ar ranged for two or three months this winter on Southern lines, giving the traveller an opportunity of seeing the country by stop ping and laying over a reasonable time at such points as might attract his attention. If Southern roads generally would enter into an arragement of this kind, giving it an extensive and general publicity through the Northern press, it is believed that a large travel would be attracted to our lines which we would otherwise fail to secure, and ultimately re-ult in a large emigration to our seotiou of a skilled and wealthy cla.-s of agriculturists and manufacturers. It is presumed that our hotels, with their usual liberality, would heartily con cur in the proposed plau and make the same reduction to their charges. The attention of our Railroad Managers is being directed to European emigration as a question of deep importance to the great interest entrusted to their sagacity and care, and it is deemed of the utmost importance that some well devised plan be put into immediate action to secure to the Bout.li its share of the benefits to be de rived from the large emigration that is now putting its wealth of labor and popu lation upon this continent. To bring about a concert of action in these important matters, it has been re commended that, a General Convention of Presidents and Superintendents of South ern Roads, bo held in the City of Atlanta, Georgia, on January 4th, 1869. Your active co-operation is earnestly so licited in arranging with Hotel Keepers upon the plan suggested, and in securing a full attendance of Railroad Officials at the Convention. Washington, December 15, p m.—The Committee on Commerce was directed to inquire what legislation is necessary to protect the iivis of steamboat travellers and report a.bil: forbidding passenger ves sels carrying petroleum. The Judiciary Committee was directed to report a hill enforcing the third section of the Fourteenth Amendment. Whitteinore introduced a resolution va cating alio dices in un reconstructed States. Objected to. The Speaker announced the special Committee for investigating the New York election frauds. The House went into Committee of the Whole on the laritf. Brooks charged that h dr a million dol lars was contributed to Union Leagues of New York and Philadelphia, to carry the anti-tariff States. Without defiuiteuction tho House adjourned. SENATE. A number of memorials and uuimport aut bills were presented. A hill forbidding M ilitia in the recon structed States, except in Georgia, passed. Stewart’s hill making the lidding office in violation of tho Fourteenth Amend ment punishable, was referred to the Ju diciarv Committee. Adjourned, SENATE. Washington, Dec. 16, p. m.—The word “extraordinary" was stricken from the resolution regarding Judge Underwood’s decisions, when the resolution passed. A resolution directing the Secretary of the Senate to pay Southern Senators from the comiueueemeut of the 40th Congress, meeting with an objection went over. The Judiciary Committee reported ad versely on some, favorably on other bills, removing political disabilities. Morton spoke onliis financial hill. On the resolution censuring the financial views of the President’s message, Hen dricks moved a substitute, saying that the Senate Cordially endorse, the President’s Views regarding the inviolability of the public debt and expressing views ex pressed in the New York platform, was voted down. The consideration of the ori ginal bill was resumed but without action the Senate adjourned. HOVSE. A bill prohibiting the transportation of petroleum on passenger vessels was re ferred to the Committee on Commerce. A bill was passed relieving the political disabilities of certain parties, including the Lieut. Governor of Tennessee. A bill was passed extending the time for the payment of the tax on tobacco on hand from Ist January to the 15th of Feb ruary. A resolution allowing the females em ployed by the Government the same pay as allowed males when they perform the same service, w as passed. A bill was introduced bridging the Delaware river between Ohio and Camden. ‘Committee on Commerce. ihe Speaker announced eighteen mem bers who desired to speak a eulogy on dead members. Seward reported no Commissioner sent to Spain by the Executive. Adjourned. Large Receipts of Cotton. Our Condition. AH that the Georgians require to secure ; an addition of a hundred millions to their i capital and fifty thousand to their poputa- ! tion, during the coming year, is to pre- . serve public order, and maintain the safe tv of life, liberty and properly.— New York Time*. We venture to assert that the actual i statistics of crime will show now what ' the census reports of the United States Government have proven from the founda-.' tion of the Government up to 1860, that the proportion of crime is far greater in . the Northern and Eastern States than at the South. In Georgia particularly is this true. We admit that there has been more of violence and lawlessness in this State since the war than before. This is easily and naturally aocounted for, as one of the legitimate results of the fierce stiuggle in which our people were, for four years, engaged with the Federal Government, i The history of ali wars, in all countries of | the globe, show that they produce not only a disregard for human life, but tend to j lessen respect for legal authority. General demoralization is one of the legitimate i fruits of all wars. The South has not suf fered in this respect any more than the North. Indeed if we take the reports of violence, published in the papers of the two sections, as true indications of their character and extent, we shall find that even in this natural disorder of society the North has suffered more than we of the South. We are thoroughly familiar with the condition of affairs in this State, and do j not hesitate to declare that life, property, reputation and the pursuit of happiness, ' are as thoroughly protected here as in any State in or out of the Union. It is true i that there are occasional displays of mol, ; spirit, and now and then isolated instances of personal violence. Rut these are main- i ly the results of the imperfect state of j human laws, and the defects of organized j society ; and they exist and display them- ! elves in more or less frequency in all the civilized nations of the earth. These vio- i lations oi the laws of society are as frequent and as apparent iu the North and East and West as they are in the South. The recent cold blooded murder of an old woman by her daughter and son-in law in Philadelphia—the murder in one of the most populous streets of New York ut a quiet newspaper man on his way home at nizht from his day’s labor---the killing of Moore in Indianapolis day before yester day by an infuriated woman whom he had j insulted —the care of Hester Vaugn con | victedof child murder in Philadelphia—the (Joie Hiscock affair—the terrible butcheiy of Cornelius Holmes by Deacon Andrews 1 to secure a legacy left him by bis victim— the recent lynehiug at New Albany, India na—show that the spirit of lawlessness is existing with more or less intensity in all sections of the country. The constant charges which are made against the South by the Times and its Radical cotemporaries have had the ten dency to cheek and drive off emigration from the South. They hate the South and her people so intensely that they seize upon all sorts of expedients to injure and insult us. The light,however.is being let in upon the Northern mind and ere long the peo ple will discover to what extent they have ! been fooled and imposed upon. The salu brity of our climate - tho futility of our soil —the immense treasures of mineral weaitli lying concealed in our mountain ranges— the valuable water power which is fur- j uished by a thousand streams—the peace fulness, kindness and sociability extended to bona fide, settlers (not carpet-baggers) among us by the people of the South, and particularly of Georgia, is beginning to j have their effect upon the Northern mind. Every day we hear of purchases andscttle i meats within our borders of good men from | the North. They have come among us ; with tho view of becoming permanent citi ; zens, ’itid in every ease they have met I with a cordial and hearty welcome. Lands in this State are cheap. In p:o --portion to the value of their yearly pro ductions, they are cheaper than any lands | on the face of the earth. Good cotton lands j i can be bought here now from one to six ; I and seveu dollars per acre. These land a i "Wi ■ produce, with proper ettuivation and " a slight application of fertilizers, from four hundred to a thousand pounds of lint 1 cotton per acre—worth in the market now i from niuety to two hundred dollars. Two | good hands —one to hoe and one to plough j —with a good mule, will cultivate thirty : to forty acres of these fine cotton lands. Such inducements as these cannot fail to ' bring settlers among us, despite the foolish | and untruthful charges of tho New York Times and ot her Radical journals. Let cur i people hold themselves in patience. A I i better time is coming. It may be long f before we see it, or it may be felt in a few I I months. Let us, then, quietly bide our I time. KXTKXNIVE IIOXELIGKATIOX. GREGG'S HALL IN RUINS’!! Terrible amt Fatal Accident. I MEN KILLED WHILE DOING THEllt DUTY’, ANOTHER BLACK NIGHT ! Monday, December 14—G A. M.—This . morning, about 2 o’clock, fire was discov ered in Mr. Clendining’s restaurant, on Taylor street, roar of Gregg’s Hall, which 1 in a short time communicated to the main building, and in a few minutes the eutire , structure was wrapped in flames. The fiic had obtained such headway before the | alarm was given, that the firemen were , uuableto save the immense building ; but by almost superhuman exertions, prevent ed communication with MajorThos. Davis’ splendid row of houses, adjacent ; but, mournful to relate, not without a terrible i loss of life and limbs. A squad from the Independent Fire Company, assisted by several citizens, were endeavoring to get a stream in tho rear of the burning building, when the south wall of Wearn & Ilix’s picture gallery fell, completely crushing tlie life out of two of the men, and severe ly, if not fatally, injuring several others, j be following is a list of the casualties: Killed : D. A. Carrington, Frazee B. 1 Sqnier. Severely Wounded : F. B. Beckham— leg broken, and badly cut in head and body Charles F. Ryan—compound frac ture of left leg, and cut and bruised in body. Richard Tozer—right leg disloca ted, and severely cut in head and body. Slightly Injured : W. K. Evans —out in head. James Smythe—bruised in head and body Charles Beck —leg injured, F. L. McKenzie—abrasion of legs. There } are several others who received contusions, while a Urge number narrowly escaped. The property destroj ed (known as Gregg’s Hall) is located on the Southwest corner of Richardson and Taylor streets — the old Commercial Bank corner. It was erected by Messrs.Tbos.and W alter Gregg, at>out a year ago, and consisted of a three story front, with two and one story addi tions in the rear, and was occupied as fol lows : First floor, front : Thos. E. Gregg A Cos., crockery establishment ; Gregg, Palmer & Cos., brokers. Rear: Mr. Jas. Clendining, restaurant. Second story, front: Dr. T. T. Moore, dentistry. Rear: Messrs. Wearn A Hix, photograph gallery. Third story : Gregg’s Hall. Messrs.Gr gg A Cos. saved their books aud papers. aDii a -mall portion of their stock; they had an insurance with Messrs. Nichols A Cos., of $’.13.000; Queen s, Home and another company ; $13,000 on the building and SU,OOO on tht stock; their actual loss above insurance is estimated at fully $12,000. Dr Moore’s loss :> estimated at $3,500 — uninsured Messrs Wearn A Hix hist their entire stock, valued at sS.l>oo. and were only insured to the extent of $2,000. in the North American, of New York, of which Messrs. Nichols are agents. Their gallery is believed to have been the most complete in the South, aod was adapted to any and everything in the photograph and picture line. Mr. Clendining was in sured for $2,000 —$1,000 in t.,e Baltic, of which Mr. Huggins is agent, and SI,OOO ; elsewhere, which it is thought will fully cover his losses. He saved a piano and a few other articles only. “Dauny'' Carriogtou, as he was fa mi iarly termed. Was a young man of about twenty one; second son of Mr. C. V . Car rington, Secretary of the Greenville and Columbia Railroad Company; in whose employ the deceased also was. He was of a genial temperament and pleasing man ners, and was a great favorite with all who knew him; and was a member of the Inde pendent Fire Company. Frazee B. Squier s age was about nineteen; a son and our old fellow-citizen, A. C. Squier. lie was a i modest, unassuming lad and a dutiful son; a prop and stay to his parents in their de clining years. The sympathies of the en tire community are with theatflicted fami lies; their loss has certainly been terrible. Mothers, fathers, sisters and brothers, brought to sudden grief; the accident which deprived the unfortunate young ■ men of their lives having occurred within * half an hour of their arrival on the ground. Truly, “in the midst ol life, we are in death.” The wounded men were promptly cared so citizens vicing with one another in offers of hospitality. Mr. U zer was carried to the house of his brother-in-law, Mr. John C. Dial, and was attended to by Drs. Trezevant, Gibbes and Lynch. Al though severely and painfully injured, he is doing very well. Mr. Ryan was carried to the re-idence of Mr. 11. N. McGowan, j and Dr. W. P. Geiger at once tendered : his services and made the broken-limhed I man comfortable. His right leg is badly l cru-hed and he received other injuries of a serious nature. After a few hours he was carefully removed to his home. Mr. Beck- j ham’s right leg was badly fractured below the knee ; his back injured, and he re- ‘ ceived several terrible cuts and bruises. He is attended by Drs. B. W. Taylor, A. M.—The work of the Fire Fiend is 1 complete and a portion of the bare walls is ail that is left of a once handsome building. , The firemen (with the exception of the i squads on duty), have gone to their re spective homes, to snatch a few hoars of necessary repose after their arduous labors.
