New York, Nov. 27.
The Market—in our last report, the
market closed weak at 25i0 for Middling
Uplands. Liverpool was steady, at 11 Id
for Uplands, 11 id for Orleans. Saturday,
prioes were easier, with but little business.
Hales 1,930 at 25 so. Liverpool was un
changed. Sales 10,000. Monday, the
market opened quiet, under the influence
of free receipts at the ports, and prices
were a shade lower. Sales 2,477, at 25ic
for Middlings. Liverpool was steady.
Sales 10,000. Prices unchanged. Tues
day, the m irket was dull, and quoted
lower, but there was a more settled feel
ing Sales 2,171 at 25c. Liverpool was
steady and unchanged. Sales 8,000. Wed
nesday, with moderate receipts, prioes
were steady. Sales 3,301 at 250. Liver
pool closed quiet at lljdallfd for Up
lands, and 1 lijall id for Orleans. Thurs
day, the market was heavy, owing to the
decline in gold. Sales 2,590 at 250. Liv
erpool closed at 11 Id for Uplands and llid
for Orleans. Sales 12,000. Yesterday,
exporters were in receipt of advices of
sales, at full prices, and they wer anxious
to replace. The small offering checked
business, and the market closed strong but
unchanged. Sales 4,169. Liverpool closed
at llialljjd lor Uplands, and ll}al2d for
Orleans. Sales 14,000.
During the week the market has been
depressed by the decline in gold There
has not been much cotton offered at any
time, and yesterday somo orders received
could not be filled for want of stock.
At tho close holders demanded an ad
vance, whioh was paid in some cases.
Liverpool closes a shade dearer than last
week, and the stock of American there is
now smaller than for many years. Spin
ners are taking the cotton as fast as land
ed, and many aro covering their goods
contracts by purchasing cotton to arrive at
prices below thoso on the spot. Our re
ceipts this week include 1,610 shipped
from Norfolk to Liverpool. Tho estimate
of the Agricultural Bureau has not yet
been published.
Receipts and Exports.—The receipts
this week have been 85,239 bales, against
74,849 bales the corresponding week last
year, and the foreign exports 67,727 bales,
against 51,310 bales in 1868. The totals,
so far this year, can be seen in the tables
given above. The following table will
show the totals at each port:

Receipts this week are small for the sea
son, on account of the low water in the
Rod and Washita rivers. Memphis re
ceipts are kept moderate, because the
regular boats cannot run up tho White and
St. Francis rivers- The deliveries at Savan
nah and Charleston have been unusually
rapid, and the figures now show an incroase
of about 70 per cent, over last yoar. Sa
vannah receipts may keep up to last year’s
vango for the next three months, but we
expect some falling off at Charleston in the
same period.

The cotton at sea is 8,000 bales less than
last year, and the stock is 29,340 bales
more. The import so far this year is
332,987 hales less than last. The average
weekly deliveries are 5,267 bales less than
last. The consumption of American cot
ton has averaged 13,540 bales for the past
six weeks. Os the sales last v eek, 26
per cent, wore American and 51 per cent.

and of Surats 80 per cent, of tho whole.

It will be ootioed that in 1859, more :
than half the crop had been delivered at j
the ports by 26th of .December, while is
1867 and 1869, not much over 40 per cent,
had been sent in. Since 1867, much atten
tion had been directed toljthc extension of
the Southern railroads, from the Atlantic
coast to the \\ est and South. The effect of
this can be seen in the more rapid delivery
of the crop in 186S,wben up to26th Decem
ber, over 46 per cent, of the crop was in.
During the past year the railroads have
been extended further, and the stock of
engines and cars greatly increased. It may
be said that the Cotton region east of the
Mississippi is no longer dependent on the
» rivers for transportation. Regarding the
present crop we should judge that by 26th
December, at least 50 per cent, of the total !
port receipts will be delivered. It looks now
as if the Trade are to be disappointed in
the expectation of very large receipts.
AS hen the Re) and Waebita Rivers rise,
other sources of supply will probably be
sufficiently drained to counterbalance" any
increase at New Orleans.
Ireland In a Ferment.
The Herald has the following ;
London, November 30.— The Cabinet
and Government here are in a state of ex
citement and embarrassment not to say
alarm. The secret agents employed by the
Executive in Ireland have reported to the
officers of the Crown their belief that a
very general rising or revolutionary move
ment of the people cf that country is
imminent. At a Cabinet council the ques
tion of continuing the suspension of the
act of habeas corpus in Ireland has been
debated. N’o decision has been arrived at,
but it is considered certain that extreme
measures of repression and for the sustain
ment of the Queen's authority in the isl
and will be adopted shortly.

Washington, December 1, p. m.—The
Spanish gunboat imbroglio and the prob
ability of a war with the Spanish govern
ment has given way to-day to anothe, topic.
The annual report of Columbus Delano,
the Commisi'oner of Internal Revenue, is
just now engrossing public attention at the
capital. The revenue department is looked
upon as one of the most important in the
government, and anything coming from
that quarter is looked fovward to with
much interest.
For some time past the income tax has
received much attention 'rom the politi- 1
cians and press of the country, and prom- i
ises to be one of the most important ques
tions brought before the present Congress.
A strong and influential party, headed by
Western Congressmen, have for some
time past been advocating the abolition of
this UDjust and inquisitorial tax, and
have been hard at work to secure the suc
cess of their scheme.
The Commissioner of Internal Revenue,
however, has made no secret of his oppo
sition to this plan, and in his report
strongly recommends that the tax on in
comes be continued by Congress, as its
abolition at present would be injurious to
the National finances.
Desrite the opposition that it will
arouse, the indications; here now are that
in view of this report from the Commis
sioner the tax will be continued by Con
gress. In order, however, to yield some
thing to its opponents some veiy essential
modifications of the tax as it stands at
present will be made.
Congress will, undoubtedly, favor a
rate of two percent, and will also increase
the amount of property exempted from
the present rate, one thousand, to two
thousand dollars.
Boutwell, Delano and Commissioner
Wells all disagree on the subject of this
change, and there seems to be some truth
in the report thatthe Secretary of the Trea
sury desires its total abolition.
In his report the Commissioner also re
commends the abolition of the office in
the Department recently created by Con
gress, of Revenue Supervisors, and demon
strates that the duties now performed by
these officials can be done just as well by
the clerks who have charge of that branch
of the service.
The Attorney General, Hoar, has at
last quit coquetting with the offer of the
vacant seat on the Bench ot the Supreme
Court of tho United States tendered him
by Grant., and has formally notified the
President of his acceptance of the posi
tion. It is hinted hero that the Supreme
Court having been shaky for some time
past, the Attorney General is put into it
as a representative of extreme Radicalism
to give the concern a little more backbone.
Mr. Hoar’s, whose record since he has
been in power, has shown that he is an
uncompromising enemy to the South, and
his promotion to the Supreme Court by
the President is another evidence of the
sympathy of the latter with the party
hostile to that seotion.
The successor of Hoar is Judge Edwards
Pierrepoint, cx-U. S. Attorney of New
York, a strong Republican and, of course,
one of the subscribers to the great gift en
terprise.
In view of the great abuses which have
been allowed to creep into the franking
privilege the Postmaster General in his
report recommends that it be entirely
abolished.
General John C. Breckinridge is bore
and is receiving marked attention. His
son Cabell Breckinridge was married to
night to Miss Johnson, daughter of ex-
Senator Johnson, of Arkansas. Arab.

In Worth county, Georgia, on the morn
ing of tbe22J instant, in the 44th year of
his age, Ur. John Talbot Lamar,' eldest
son of Geo. W. Lamar, Esq , of Augusta,
Ga.,and grandson of Ex Gov. Matthew:
Taihot, deceased, of Wilkes county. Dr. I
Lamar was born in Richmond county, i
Georgia, and graduated at the Medical Col
lege in that place. He served ts Surgeon
of the Georgia Regiment in Mexico, hav- I
ing been taken from the ranks of the
“Macon Volunteers," in which company
he was a private. Subsequently he was
appointed by President Polk full surgeon,
and in that capacity served until the close
of the war. For one year thereafter he
served with the regiment of Harris and |
Besaucou in Yucatan, and subsequent y
spent some years in California. In 185 Jhe
returned to Georgia and commenced the j
practice of his profession in the South- j
western portion of the State. Ihe fatigues
and exposures of his campaigns bad toid
upon his naturally yigorous constitution, j
and for years he sasan invalid. The lat
ter portion of his life was indeed a burden
lo him, rapked by the pains and tortures
of an incurable disease, and it - would
have gladly laid it down but for the wife I
and children dependent upon him. His 1
afflictions here were not without good to j
his hereafter. He tound time to make I
peace with his God, and he met his end j
cheered and sustained by bright and str ng
hopes of future happiness. Hewasaman
of commanding presence, fine aft inmeuts ;
and of generous and social nature. When j
in the vigor an i health of active life he at- j
traded to himself many frien , s, who will
remember in kindness his good qualities, j
His laults and errors, common to frail hu- i
inanity, are buried with him.
The just and generous Judge, to whom
his soul has gone, will not fad to place op
posite the record of Ins lie, all of its temp
tations, its sorrows and its sufferings. j
