Ou the re assembling of the Congress,
it was announced that Gov Johnson, the,
President was in the city, moved the ap
pointment < T a committee to wait on Col
Johnson and notify him of his appoint
ment.
Messrs Bonham, Wilkins and Compton
were appointed by the Chair ou that Com
mittee.
Ou motion Col Bhyroek, of Missouri,
proceeded to addrcsH the Congress during
the absence of the committee appointed to
wait ou the President, lie said that he
repro entod the great city of Ht. Louis,
uow numbering over three hundred thou
sand inhabitants. He had seen her in her
infancy, and now was proud to see her in
her glory. He favored the construction of
a railroad svstem that would bring the
grain of the West to Augusta, and favored
this as the best market for that trade in
this section of the South. Our climate is
dry and well adapted to the storage of
grain ; and here should bo the great grain
house and milling place of the South. It
would be a great point o! trade with Cuba.
In this view Hi. Jxiuis and the West can
furnish the grain ; Augusta can grind it
into flour, ship it to Cuba and elsewhere,
receiving her products in return, which
will furnish the return freights to Hi.
Louis. To-day a passenger train direct
from Ht. Louis will arrive here and go
hack to that city. What can he done in
passenger trains can lie done also in
freights.
Mr. Hhyrock paid a high compliment to
the Congress—believing it a great success,
and indicative of grander results in the
future, lie instanced the refusal of Fer
dinand to aid Columbus iu his voyage, h's
subsequent stoppage on the bridge of
I’inus, and summons to return to the Hpari
jsh court, when Queen Isabella granted
his roquost—the result was the discovery
of America. The speaker hoped that thin
florr would be the Pidu.j of this Congress
and its success, die result of its assern*
blage.
UKI-oaT OF THE COMMITTEE ON CONSTITU
TION ANU BY-LAWS*
Col Hunter, from this Committee, pre
sented the report as follows:
CONSTITUTION.
1. This body shall be known as the
Agricultural Congress.
•J. Its object shall be the advancement
of Agriculture and the arts of Husbandry.
.‘5. Its members shall oonsist of ammul
members, paying an annual fee of Si mi;
of Life. members paying a fee of $10;
and of Honorary members who shall
only be persons of distiguished merit in
Agriculture or kindred seicnces, who
may, by vote, bo invited to participate iu
the privileges of the Congress.
4. Its officers shall oonsist of a Presi
dent, ono Vice President from each .Stale,
a .Secretary, a Treasurer, and an Execu
tive Committee which shall consist of the
President ami the Vice Presidents, all ot
whom shall be elected at the annua!
meeting and serve until the ensuing an
nual meeting, or until their successors
are elected.
f>. The annual meeting sliall be held
at ail accessible and prominent city in one
of the States composing the Congress.
(I. No animal meeting shall be. held
I wieo in one State until eaeli State re
presented shall have had one meeting.
7. This Constitution may bo amended
at any annual meeting by a two-third
vote of the members present.
BY-LAWS.
]. The President shall preside at all
ineutinj'A of (lie Congress; call meetings
of the Executive Hoard, and under its
directions have a general superintendence
of the allitirs of the Congress and direc
tions of the expeuditures of money; lie
shall deliver an annua! address upon some
subject connected with Agriculture, and
shall appoint all committees uuloss other
wise ordered.
2. The Vice Presidents, in the order
of their seniority, shall act in case of the
absence or disability of the President,
and shall annually report in writing to
the Congress all the information of the
ooudition and progress of agriculture and
kindred sciences in their respective Htates.
3. The Vice President shall also ap
point ono active and competent person in
each Congressional District of his State,
who shall by correspondence and person
al intercourse with agriculturists of his
District; endeavor to organizo local socie
ties; obtain accurate information of the
condition ami progress of Agriculture,
anil report in writing to the Vice Presi
dent of the State.
4. The Secretary shall attend to all
the correspondence and proceedings of
the Congress, file and preserve all papers
belonging to it, and prepare its reports
for publication, under the supervision of
tbo Executive Committee.
5. The Treasurer shall receive and
keep an accurate account of all monies
belonging to the Congress, and disburse
the same upon tbo written orders of the
President, which he shall retain as
vonohers. lie shall make an auuual re
port to the Congress of the reoeipts and
disbursements, which with the vouchers
shall be referred to a special committee
appointed at the annual meeting to de
cide it. Before entering upon his duties,
he shall give boud to the Congress, in
the sum of SI,OOO, for the faithful per
formance of his duties; such bond to be
approved by the Executive Committee.
6. The Executive Committee shall,
subject to the direction of the Congress,
manage all its affairs.
7. There shall be chosen annually by
the Executive Committee ouo member
who shall report upon such topics as the
Committee may select, and which have
a bearing on Agricultural and kindred
subjects.

The committee moved that the report
be received and laid on the table for the
present—to be the special order for to-mor
row. Adopted.
Mr Woodworth moved that corn bo
plaocd before cotton in the report. Re
ceived with laughter and adopted:

REMARKS OF DR. A A MEANS-
On motion of General A R Wright, Dr
Meant, of Georgia, addressed the Con
gress in a few eloquent and appropriate re
marks Toe antelope he said was never
more startled from bis lair by the horn of
the hunter than he was by tins call to ad
dress the meeting. Unlike the antelope,
however, be would not be frightened by
the edi which bad been made, but pro
ceed to address those be I ore him, whom
he knew to be his friends. It beautiful
language he alluded to the storm of war
which had waged over the rs juth, and
thanked God that it had passed away.
Everything considered, it is a matter us
i astonishment what be have done since the
war. Cited Atlanta as an example ot this,
devastated by fire but a few years since,
it has risen from its ashes and now rests
upon secure foundations we come to culti
vate to-oigbi. The dreams originated in
some enterprising brain, will, no doubt,
be realized in the luture. He dwelt strongly
on the importance of agr.culture : and feel
ingly spoke of the necessity of kindly rela
tioni between the two sections. \\ bat we
want is knowledge brought iubi play, in
this way it will l>ecome power, iliediatin
gui.-Led speaker ailuded to the unsettled
stale of agriculture, and earnestly advo
cated the application of science to thn
great interest.

At thus point the committee appointed ;
to wait on lion. H. V. Johnson returned j
ivitli that distinguished gentleman, who j
took the chair, and accepted the position I
in hie usual felicitous manner. Taken by j
surpiLsc, be would, nevertheless accept the j
honor conferred upon him, though he was ;
not sufficient of an agriculturist to aid a I
great deal those who had placed him iu
position. A severe toothache had placed
him n a condition to say but little on this
occasion, yet be would say a few words.
It was unnecessary to allude to our losses.
We had all to suffer some, and nothing
existing could remedy thone losses, unless
it be the enetgy and enterprise of the
Sonthorn people.
The present govcrumenl, whether pro
perly so or not, is hostile to the develop
ment of our country. We are poor, very
poor, but have inexhaustible resources in
our c-wo soil, ail yet undeveloped; but still
wit li them in our possession we are a poor
people, and the policy of the government
will continue to keep us poor, unless the
intelligence and manhood of the Southern
people can be brought into vigorous and
healthy action. When an individual sud
denly finds himself a poor man, what is
his i.uty ? Wc all say he should commence
studiously to practice economy in all his
ex: endkuret; but put forth all his energy
in the pursuit of what he has lost. What
is true of individuals is true of the aggre
gate of individuals. What are we to do?
Commence the practice ot economy under
all circumstances. Teach it to our domes
tic circles, by precept and example. Teach
it to all over whom we can exert an influ
cncc to give it a‘, wide-spread existence.
It seems that we are not practising this
virtue; everywhere our people in town
and country are living up to or beyond
their means. This will impoverish indi
viduals as well as communities.
The next step is to go to work —indus-
try. This word embraces all the appli
ances of labor, industry every where, in the
workshops, in the field, in the manufac
turing and mining interests, iu the arts, so
that we should have an unfailing, untiring
workshop. Then we sliall begin to re
cover some of our lost prosperity. There
fore, economy and industry constitute the
way to success in individual and public en
terprise. Without it, neither can become
prosperous and thrifty.
Governor Johnson hero alluded to the
objects of this Congress, and said it be
came a convocation worthy of the highest
commendation of the people, and of all
support that can he summoned to its aid.
Be economical, lie industrious, and put up
everywhere placards “Beware of Pick
pockets.”
Again thanking the Congress for the
honor conferred upon him, tie announced
the body ready for bnsiness.
DR MEANS RESUMES MISADDRESS.
A‘ the suggestion of Hon M A Cooper,
l>r Means resumed bis remarks. He
paid a passing compliment to the Chair,
and proceeded to argue in favor of some
inert advanced views. There must Iho
more knowledge, more familiarity with the
elements with which wo have to contend,
the instruments which we have to use.
Ho elaborated this view in an interesting
desucHation on the importance and beau
ties of science—ami dwelt particularly on
the great advantages cf chemistry. liis
apostrophe to soicnee was a grand
pico* of word painting which ourtimo and
spauc will not permit us to repeat hero to
our readers, and a.mere synopsis of it will
not «o justice to it or give our readers a
eouoeption of its beauties md its in
teresting frets.

trator, among other lands, all that tract oi
land lying and being in said county, con
taining eight hundred and fifty acres, ad
joining lands, as appears oi' mortgage
deed, Wni, W. Oliver’s estate, William A.
Roberts and Samuel H. Littleiieid, which
mortgage deed was for the purpose of se
curing the payment of nine promissory
notes, all dated February 6th, 1860, and all
due four years from date of notes, with
interest payable annually, eight of said
notes being for one hundred dollars each,
principal debt, and one of said notes being
for sixty dollars and fifty-live cents, prin
cipal debt, which nine promissory notes
are now due and unpaid.
It is ordered by tho Court that saiu
James H. Bolton do pay into this C<. urt,
by the first day of the next term, the
principal and interest due on said nine
promissory notes, or show cause, it any
lie has to the contrary, and that in default
thereof, foreclosure be granted to the said
Britton R. Mims as said administrator,
and tho equity of redemption be iorever
barred.
And it is further ordered, that service of
this Ruio be perfected on said James H.
Bolton according to lav*.
