THE SAVANNAH DAILY TIMES WEDNESDAY, JUNE JOHN KELLY’S DICTUM. He Must be Allowed to Name New York’s Next Mayor. A New York special to the Philadelphia Press of the 28rd, says: The position of Tammany towards Governor Cleveland’s candidacy was put in a new light to-day by a gentleman, who for a number of years has stood in confidential relations to John Kelly. “The patronage of New York City,” he said, “is worth $80,000,000 a year. The pat ronage of a national administration is a bagatelle in comparison, so far as it can benefit Tammany Hall. The candidacy of Roswell I’. Flower was a mere mask, so far as all but himself and a few of his intimates, such as Lester B. Faulk ner, were concerned, and that mask has al ready fallen away. Tammany does not con template Mr. Fowler as a real candidate, and never did. It supported him simply as an opponent of Cleveland, simply to force an issue which would bring the Governor to terms. As soon as Mr. Cleveland realizes that he cannot be nominated without the united vote of New York, and that as mat ters now stand, he cannot have that united vote, he will come to terms. THE PART THE DELEGATES PI.A Y. “But this understanding must be arrived at before the delegation leaves this city. Many delegates who did not support Cleve land at .Saratoga believe him to be a pure mail, but they see no pre-eminent ability in him. It is notorious that he winks when David Dudley Field nods, and that the sup port of Field will pass any measure and his opposition kill any bill which comes before Cleveland. .Still Tammany will exhibit no public antipathy to Cleveland. It will sup port him in the convention and assist in casting for him the entire vote of New York on the first and every ballot, on one and only condition, that Tamyuany he allowed to name the next Mayor of. New York city. “Mr. Kelly does not) want this honor himself. Me has not retired from politics, as he desired to do )t )n g since, however, that he might finally' achieve a complete triumph. This triumph would bjr secured by his naming the Mayor of New York, and at the same time electing the President of the United .States. If lie may do the former, he will elect Cleveland President. TAMMANY’S POWER. “On a simple Aldermanic election in this city Tammany polled over 43,000 votes. The Democratic majority in the State and city of New York cannot be reckoned greater than 50,000 under the most favora ble circumstances. This majority is Tam many and if Tammany’s terms be not ac ceeded to there will be no majority. If Tammany has any personal choice for the Presidential nomination, it is Bayard. Flower was simply a cloak to Bayard.' At the same time it was and is desirable to have Flower in the campaign because he has money and is not afraid to spend it. jjfciooking on the Tammany delegation, wlwh, by the way, can control one of the delegates elected as a representative of the county Democracy, and at least half of the Irving Halt delegates,it is evident that they can prevent, if they choose, the enforcement of the unit rule in the New Y'ork delega tion. It is equally evident that it is to the interest of Bayard’s friends that this rule should not be enforced in any delegation, as the Delaware Senator will get many scattering votes, but no single solid delega tion. But if Tammany’s term be acceded to Cleveland will be the next Democratic Presidential nominee, and an old time ma jority will be rolled up in New York and Brooklyn. “Otherwise Cleveland is dead. He was elected by Kepubliean votes, and, although Governor, has never been anything but Mayor of Buffalo.
