U. S. INCOME TAX EXEMPTS NOBODY Every Person Who Had Income in 1919 Must Determine Own Liability. MARCH 15 LAST FILING DATE. Surest Way Is to Follow Form 1040 A. Free Advice In Doubtful Cases. Bevere Penalties In ■» ' Law, fc Nobody Is exempt from Income Tax. An obligation Is laid directly on the shoulders of each citizen and resident to consider Ills own case and to get his return In on time If one Is due. With each return showing a tax due a payment must accompany the return in the full amount of the tax or at least one-quarter of the tax. All returns for 1919 must be filed on or before March 15. Must Show True Figures. In figuring up his earnings for In come tax purposes a person must takt Into consideration all Items of taxable Income, and each item Itself must b« accurate In amount. Guesses and es timates must be avoided, for the re turn Is made under oath. Everybody who had an Income dur ing 1919 must now determine whethei Ills or her net Income was sufficient In amount to require an Income Tax re turn. The best way to find out Is to get a Form 1040 A and follow the In structions printed on it. That font will serve as a reminder of every item of Income; nnd If a return Is due, II tells how to prepnre and file It One of the Important points to keep In rind Is that a person's net Incomt Is found by a computation prescribe!! In the law, and that each Item of In come from every source must be con sidered, unless specifically exempted. Another thing to remember Is tlm l the personal exemption allowed tax payers by law has no relation whatevei to the requirement to file return. Thli exemption Is not to he considered untl a person has figured out his net In come and determined whether It wai sufficient to require him to file a re turn. Then, If a return must be filed he should read carefully the instruc tlons for dulming exemption, and com plete his return. If In doubt on any point ns to lncomt or deductions, a person may securi free advice nnd aid from the*neares Internal Revenue office. For fnillng to make a return on tlrai the penalty Is a fine of not more that SI,OOO and an addition of 25 per cen to the tax, If any. For making n falsi or fraudulent return the penalty Is i fine of not more than SIO,OOO or lm prlsonment not exceeding one year, o both; and, In addition, 50 per cent o the tax. There ure other penalties fo falling to pay tax when due and fo understatement of the tax througl negligence. Many Bourc«s of Income. Aside from what one may earn b; his services, there are many othe sources of Income. If he sold an; property during 1919 he must figuri out the gain realized. If lie rentei buildings, land, apartments or room such rents must bo considered taxa able, nnd he may claim deductions fo necessary expenses Incidental to rents Hunk Interest Is a common sou ro of Income and Is tuxable whether with drawn or not. Any amount of Interes credited to a depositor Is Income b the depositor. Interest on mortgages nnd notes 1 taxable; also bond interest receive! from corporations. A taxpayer who enshed his lnsur ance during 1919 must report as In come any excess received over the to tal of premiums paid. Members of partnerships or persona service corporations or beneficiaries o an estate or trust must report thel shares of Income distributable to then whether or not actually withdrawn. Dividends of domestic corporation must be reported. Many other form of income are taxable, unless specific ally exempted. INCOME TAX IS DUE MARCH 1!
