Mr. Editor:
1 desire to answx. ? at ".-.-.i rnngk
hold” statement ami p. .-position
made by the ‘solely and i niy” re
sponsible clerk r>f the in:-, or and
council, in using his influence with
his servants, the mayor and council,
iu refusing the street car franchise
to the local people, and giving it
to Neff and others—s: rangers.
The Light and Water Company Is
not and should noi bw an issue iu
this campaign. Both candidates an
nounce their adherence to the prin
ciples of the city’s taking over the
light and water plant.
Mr. Goodveai names a plan by
which it can be done. Mr. Symons
has uo plan to ihat end
Certain it is, the city cannot bn;-
it, ostensibly in her name and then
turn it over io Neff and others for
exploitation. The courts, the bond
holders and th stockholders of the
company would not i,.c: mlt this to
be done.
Has the city the money in hand
with which to buy it? Can she is
sue bonds and got the money with
which to buy it now, without paying
off the $300,000 sewerage bonds? No,
to both questions. Can she go in
debt to buy it? No, the city caur.ct
Then what is the remedy Simple
as falling off a log? Elect C. P.
Goodyear may or and four good men,
and four of the eight running would
do. who with the present members
of council should provide a sinking
fund with whi.h to buy the plant.
Make a contract with the Light and
Water Company for only one year
at a time; the G-ccVgia supremo
court has Bald isuch cEmtraci can
only hold for a year And lastly,
and which is a complete and rout
ing answer to the ‘'stranglehold’'
proposition of "solely aud only,” lei
the mayor and council pass aa ordi
nance. (and let all the “starngle
hold” believers be assued that such
an ordiuance, if reasonable and al
lows .a reasonable return to the Light
aud Water Company on its invest
ment. will stand the teat of any as
sault upon It), providing- that no
comiiJany doing business in the city
shall be permitted under penalties
named to charge a greater than tne
maximum rates named In such or
dinance.
That would settle .the .question
ABSOLUTELY, as ja well known
gentleman is wont to say, don’t you
know. Then let the Light and Wa
ter bugaboo aud ‘'suangle-hqild’’
scare to the people be eliminated.
If the Tight and Water Company
has been gouging the people, the
peoplo may be assured that an ordi
nance restricting the rates will solve
the question; and when the city is
able to buy the plant, Just buy it,
and pay for it; but do not turn It
over to “solely and only,” or associ
ates thereunto connected, but let the
city run It, and pass another ordi
nance at the same time, putting the
city employees operating stirh light
and w-ater plant under a civil ser
vice tenure; and keep them out of
politics.
