The south must ltave more labor,
and there aie hundreds of interests
in the south that could aud gladly
would increase their taxes sufficient

tion bureaus that succeed in reliev
ing the threatened labor famine.
These state immigration bureaus
should not be hampered by politics,
indeed, they should lie kept as far
from political influence and jKilit 1

ciples only, just as any public mill
