TUESDAY JANUAKV 27, 1874.
1 hanks.—We are indebted to onr cour
teous and ever thought ful Representative,
Mr. Peabody, for kind remembrances in
the Rhnpo of new bills, and the annual re
ports of onr State officers.
TnE.Iowa House of Representatives had
ballot tod 131) times up to Thursday last,
for n Speaker, without 8U0C08H. The Re
publican and the Anti-Monopoly candidate
were tied.
A bill introduced into the House of
R'jproae.ntativos by Mr. Jones, of Eurko,
provides for the appoinmont of a public
weighor of cotton in each of tho sovoral
markets of the State. The Urangers ap
prover it.
Tun boston Traeeler (which iH a Ropub
lioan paper) charge** that Simon Cameron
“loyally” would bo ah badly damaged as
(’rtlob Cushing'* was, by a publication of
Homo of tho letters sold by (ion. Pickett
as “Confederate archives.'*
Tw; House Committee of WayH and
Moans havo agreed upon a bill authorizing
an irsuo of O >vorninent currency to tho
amonnt of $400,000,000. This will about
cover tho $4 4,000,000 reserve, and legal
izo tho re-issuo of it by tho Secretary of
tho Treasury, but the bill may euconn
tor stunt opposition in tho Semite.
A London dispatch of tho 23d reports
tho imprisonment of Goorgo H. Wballey
a member of Parliament, for contempt of
court in insisting on tho truthfulness of
the testimony of a witness in tho Tich
borne case, aftor his testimony had been
impeached. Ho was imprisoned on rofu
sal to pay a llue. The affair created nine
oxcitciuent.
Wk havo nn account of tho burial
of tho Siumcso TwiriH. It is known that
men of medical ncionco woro anxious to
have a post mortem examination to nscer
tain tho interior stmeturo of the liguturo
that connected them, und to determine
tho c.iuho of tho death of Eng. but it
Haul that tho Twins had made wills pr
testing against such an examination, an
the probability is that (heir families
poHod it on that account.
Nuvr Hamphhiuf..—Some of tho Demo
crats of Now Hampshire uro organizing
bolt against tho action of their lato Slate
Convention. They charge that tho rail
road amt liquor interests had too much to
do in slinping tho action of tho body.
Tho Republicans think that this disaffec
tion makes their success certain iu tho
coming election.
Alabama and Florida.—Tho official re
turns of tho election in the comities of
West Florida upon tho question of annex
ing that section of tho State to Alubnmn,
have been counted in tho Legislature of
Florida. Tho voto stood—for annexation
1,040, against annexation 059—total voto
1,704. Gov. Mart, in his lato message,
suggests that, the voto was not full enough
for ho small a majority to decide tho ques
tion, and proposes that it be submitted to
u vote of the people of tho whole Stato.
No Nehd for It. — We have reooivnd
from the American Peace Society, of bos
ton, some long articles in favor of their
hobby, with a request that we copy them.
There is no need for the publication of
HUoli articles at the South, us our people
are not “spiling for a light" with nuy na
tion or anybody. How any society in
boston could l ave imagined, after onr
quiet submission to the governments that
havo boon placed over ns and the kind of
rulo to which we have been nubjeoted for
tho last few years, thut there was any dan
ger of our getting up a war is a mystery
that puzzles us. This is not “missionary
ground" f<»r tho American Peace Society.
Atlantic and Gulf Kailboad.—The
bill to aid tho Atlantic and Gulf Railroad
(to which Mr. Peabody refers in his letter
which we publish to day) proposes to do
nate to that road the State stock, amount
ing to ouemillions of dollars,on condition
that tho road bo oxteudod towards Mobile
according to its original desigu. Wo
havo not seen the bill in full, but it seems
to us to make a concession which the
State ought to be cautions iu assenting
to. If we understand it aright, it pro
ceeds upon the assumption thut the indi
vidual parties inteiestod oau and will ex
tend tlu* road, but only propose to do so
it the State will surrender to them her
interest. Tho State ought certainly to be
well assured that they will comply with
their part of the agreement, before giving
up her interest.

matter. A Bub committce, however, has |
been selected to consider tho complaints
of fhe Grangers, and the individual mem
bers announce their intention to prose
cute their labors with vigor."
COL. CIIARLEH A. CKAHODY.
We are glad to announce to cur readers,
particularly the farmers, that Col. Pea
body, well known as nn able and intelli
gent farmer, will hereafter edit au Agri-
cnltuul Department in this paper. Onr
object is to make onr journal a necessity
to all classes, and to accomplish this wo
propose to uso every energy, and gather
about us every ability that will aid us in
onr enterprise. Col. Peabody has had
uch experience as a writer on agricul
ture, and being a prominent member of
the Patrons of Husbandry, he is admira
ble qualified to instruct in his depart
ment, and to advance the interests of tho
Grangers. It is not our desire to ho
known us “a Grange organ,” for iu this as
other matters, wo cunnot sacrifice our in
dependence, but wo cau say truly that all
our sympathies are with the farmers in
their efforts to rise, and everything wo
oan do to advance their interests wo pro
pose doing.
Col. Peabody's articles will appear in
the Doily and Weekly issues, and tho de
partment will fill a long required desider
atum. SVo congratulate our readers on
this acquisition to our editorial force, nnd
wo ssk iu return that they show their ap
preciation of our efforts by extending tho
circulation and influence of The Enqui-
IlKIL
AMUSEMENTS.
IMPOKTAKT.
The Washington National Jlepublican
of Saturday has a loading editorial article
which will everywhere bo regarded us im
portant and significant. It will greatly
strengthen tho prevalent roports of (ion.
Grant’s intended “now departure" in po
litical action. It claims thut ho has been
tho main pillar of strength of tho Repub
lican edifice, nnd that many Republican
members of Congress owe their eloctiou
to his personal popularity ; that his two
Presidential terms havo been marked by
successful administration and measures of
sagacity, while tho last two Congresses
can boast of no act of legislative distinc
tion which does not boar Grant's impress;
that their history is illustrated chiefly by
personal bickerings and joalousioH, in
vestigations, suspicious of corruption,
and exposuro of soiled linen in public.
It says that tho negro question and recon
struction,, with all their complications and
embroilment*, havo lost tho powor which
they ouco had to stir up tho mass os of tho
people, and must give way to something
more practical and vital; that the ma
chine, having boon set iu motion, must
now run itself; that “such measures as
tho Civil Rights bill might bo acceptably
subordinated to the suffering interests of
tho overwhelming majority of our poo-
plo." It indicates what those more urgent
aud important measures demanded by tho
suffering interests of the peoplo are, viz :
the improvement of rivers, canals con
necting the Western rivers with tho At
lantic, and such legislation on the finances
as will promote an oarly return to spocio
payments. Tho needs of tho farmers, it
says, underlie those propositions, which
are tho two problems of tho hour.
This article evidently means somethiny,
and taken in connection with othor out
givings and othor events, it is full of in
terest and encouragement.

Yesterday a number of our promiuont
citizens, including Messrs. Salisbury,
Chilton, King, blanchard, bonds, Little,
Colzey, bacon, lllges, Cliipley, and others
took a trip to Opelika and thopco to tho
terminus of tho Savannah and Memphis
Road. A large number of prominent cit
izens joined the party at Opelika nnd
Dndovillo, and the day Doing pleasant
and tho lunches arnplo tho occasion was
one of the most enjoyable. Tho Savan
nah aud Memphis Read is a great neces
sity to out city and country nnd wo hopo
for u speedy resumption of work and its
early completion. Gen. Alexander, the
Rresidont, and Major Greene, tho efficient
Engineer-iu-Chicf, are sanguino of the
good rosults to be derived from this great
undertaking. Tho bridge over the Talla
poosa iH a tine structure, and Salisbury,
tho town at the present terminus, though
at this tune in its inoipioucy, has hopes
of becoming a place of great importance.
The party returned at l) o'clock i\ m., all
well pleased with their trip.
THi: TALLA88EE FACTO 11Y.
We havo received from Mr. J. S. by-
iugton a letter in which ho states that
# 1.10,000 of tho $300,000 of now stock iu
this factory was subscribed iu Georgia
and the portion of Alabama adjacent to
Columbus ; also a printed circular which
ho has addressed to tho new stockholders,
in w hich ho informs thorn of the ariaugo-
mont agreed upon at Montgomery, which
amounts to an extension for live years of
the debt due the creditors, at six per
cent, interest, and that Mr. Micoti has
surrendered his entire interest, amount
ing to forty per cent, of the stock of the
now stockholders, to compensate them
for their failure to receive any dividends
during the five years. This stock of Mr.
Micou will be delivered to the new stock
holders upon application. This, Mr.
bymgton Bays, was the best arrangement
with the creditors which it was possiblo
to make.
The South as a Manufacturing

editor of the Savannah Republican, but

. Atlanta, January 24, 1873.
Editor Enquirer and Run :—I notice
your editorial in reference to the bill reg
ulating issuing of bonds by cities and
countieH.
Tho bill provides that its provisions
shall not apply to bonds to bo issued in
redemption of bonds already issued, but
recognizes the power to issue others just
as they now could do.
Instead of the property Doing counted,
the bill now provides for a concurrence
of u majority of freeholders and majority
of voters.
I have introduced a bill iu reference to
tho North nnd South Railroad, tho lead
ing features of which are that a commis
sion bo appointed with tho power of the
board of directors ; that the State give
tho uso or hire of 100 convicts for one
year to complete Hie road to LaGrauge ;
that in order to so complete it, tho com
missioners may make contracts for iron
and material, and borrow money. When
tho road is finished to LnGrungo, it is to
be sold and tho proceeds used to pay tho
bonds endorsed by tho Stato, and such
debts as may bo made by tho commission
ers in building tho road prorata. Tho
portion next to Romo to bo sold separate
ly-
This is tho best thing that can possibly
bo done for tho road or Columbus, oven if
this can bo passod. If the Stato helps tho
Macon and brnnswick, as proposed, it
will probably also help tho North aud
South.
The bill to give appointment of County
Treasurer to County Commissioners will
bo withdrawn, as tho constitution pro
vides for county officers to bo elected by
tho people.
Yours truly, John Peabody.

-The decision of Judge Woods, of tin
t'nitod States Circuit Court, to the offer
that the mortgage of Seth Adams aud
others is superior to other liens, aud de
creeing a sale of the road for tho primary
satisfaction of their mortgage, is uoticod
elsewhere. The State of Alabama is thus
ad judged to have only a second lien, and
her endorsement to the amount of three
or four millions of dollars of the bonds of
tho road can only bo protected by what
may remain of tho proceeds of the Rale lif
ter satisfying the first mortgage. We do
not know tho amount of tho lien of Soth
Adams and his company. Possibly the
State may be compelled to buy the road
to protect her interest from total loss.
We learti from the Mobile Register that
Charles b. Wallace, complainant in tho
cross bill, prayed for and obtained an ap
peal to the next term of tho Supremo
Court of tho United States. Ho also pray

Woro a newspaper reporter iu Paris to
call on tho Duke <lo broglio as u public
man, and ask him his viows on public af
fairs, he would be shown the door as au
impertinent fellow who hud taken au un
warrantable license. In America, the
probabilities are that tho public man
would enter into a lengthy conversation
with the reporter, and answer any ques
tions that might bo put to him. The
power of the Press, aud the panting aftor
celebrity, or even notoriety, on the part
of inuny public men, contribute largely to
tho license usually accorded to the Ameri
can reporter. In view of suspension or
suppression, the Fronoh press is compara
tively weak, and tho French law deals iu
a summary mauner with him who scales
the walls of privuto life for journalistic
purposes. To bo thrust out of tho door
and re-enter by tho coal-hole, in the exer
cise of roportorial functions, is purely an
Amorican experience. To commit a mis
demeanor iu order to gain admittance to
a prison, to feign madness iu order to
gain admittance to nn asylum, are inci
dents which belong only to tho life of on
American reporter. The uudicity aud
work of this indefatigable seeker after
news are only appreciated by tho Ameri
can render when ho is condemned to for-
oign newspapers. — “French J'vcssf in
