The bill to trauhfer three-fourths of the State’s stock in tho Atlautio and Gulf Hailroad passed tho House by 107 to 04 votes, and in this amended shape it passod the Senate. Neimto. Y., February 2G.—This forenoon fire was started by an unknown man under tbo second story stairs in Pub lic School House No. 12. The flames were discovered in time to poiuiit of their suppression before damage was douo, and beforo thero was nuy panic. Three hun dred children in tho uppo bavo beon cut off from of Senate. Washington, Fob. 2G.—Tho Senate passed a bill prescribing the form of oaths to bo taken by post-office officials. Pennsylvania petitions against the res toration of the duty ou tea and ooffee wero presented. The bill authorizing the use of the revenue cutter “Relief” in Mobile harbor as a boarding station, goes to the Presi dent. Gordon, from the Committee on Com merce, reported House bill for solief of Henry S. Watts, whioh authorizes the payment to him of #190,000 for remov ing obstructions iu the Savannah river. Passed. Cameron moved to take up tho Conten- uial bill. Sargent moved to take up the Naval Appropriation bill. Cameron thought a vote should be takon first on his motion. The Chair said as the .moruing hour had expired, the question would first be on Sargent’s motion ; but if a majority of tho Sonuto opposed, it would be voted down, aud the question then be on the motion of Cameron. Cameron said very well, ho hoped that would bo tho understanding aud that friends of his bill would govorn them selves accordingly. Sargent made some remarks, showing tho necessity of proceeding with tho ap propriation bills, not one of which had yet beeu considered. Sherman expressed willingness to have the fioauco question postponed till Ti duy noxt, but be did hopo on that day the Sonato would come to a vote. Ferry, of Michigan, found objection to anything that would postpone the finnn- ciul matter so late ns Tuesday Sargent thought two legislative days would bo sufficient to dispose of tho na val bills. Cameron said he would objeot to any thing until the Centeunial bill was dis posed of. Shormnn moved that tho further sideration of the fiuancial question be postponed until Tuesday next. Agreed to. Cameron then moved to tako up the Centennial Bill. Suumor thought that the regular ap propriation bills should precede irregular appropriations bills. Thurman said ho should vote against the bill. He thought this idea of hold ing an exhibition was entirely destructive of a proper celebration of American Iu- dopendonco, aud Congress could not do a worse thing than to put its hand in the Treasury and tako out money for this purpose. Cameron resonted the styling the bill an appropriation bill. Sumnor read tbo bill, nnd said no oan- did person could deny that it was an en tering wodge to calling upon Congress for a large appropriation. He read a dispatch of date of February 1G, 1874, addressed by Mr. Cameron to Major Stokely, of Philadelphia, expressing bis dosiro (that Mr. Stokely should bo re-elected, and assuring him of his gratification to know that, in that event, nuy appropriation vo ted by Congress would bo properly ex- pouded. Tho Chair called Air. Sumner to ordor for discussing tho merits of the hill. Cameron said hehad written tho dispatch, and ho approved every word of it. He intimated that if McCluro had been elec ted ho would not have been so well satis fied, as to tho manuer iu which the money would bo spout. Tho Chair ‘called Cameron to order for discussing tho merits of the bill. The Naval Appropriation Bill paused with amendments aud goos to the House for conourrenco. House. The House passed, after discussion, a bill appropriating $291,300 to complete tho Branch Miut building at San Fran- cisoo. The bill to revivo tho franking privi lege, clumsily disguised as a plan for dis tributing public documents, was at length, after a week’s debate, brought to a vote to-day. First camo a motion to lay it ou the table, and that was defeated by a ma jority of 18; then came a substitute to restore the franking privilege, puro and simple, but only fifty members bad the daring honesty to vote for that, whilo two hundred votod against it. Then came the final vote, and it wns amusing to sec the nervousnoss of tho members about it. Many who wished the bill to pass, and not wisbiug to nppenr ou tho yea and nay list; so the vote wns a rejec tion of tho bill by one majority ngain :t it —130 to 131. It will probably be ro- viewod to-morrow by a motion to recon sider. Borne thirty Democrats voted for tho bfil. CotiKrenaloiml Committee Reports — Continuations—Miipreine Court. Tho Committee on Ways and Means will report a bill fixing the tariff ported still winos at 50 cents per gallon in casks, and two dollars por case in bot tles. The Commerco Committee of tho Sen ate referred tho w'ondorful nomination of Simmons for Boston Collector, to Mr. Boutwell as sub eomruitteo. Butler fed his Boston friends, includ ing Simmons, to-day. No Southern nominations. Tho Star says the Select Committee on transportation is rupidly perfecting its report, which will bo submitted to Con gress some timo next mouth. Tho coui- mitteo will take the position that Con gress has the authority to regulate tho i rates of fare over railroads, but will rc- ! commend agaiust tho exercise of such an- | thority on tho ground that it is not at proHont expediout. Tho Committee ou Roads and Cauals aro of tho dodded opinion that iu tho presont condition of the Treasury it will bo inexpedient for Congress to grant any aid for internal improvements.
