tional amendment regarding pensions for the
widows of confederate soldiers to a vote of the
people a tthe next general electioDw
whereas, the general usaemblyof 1899 passed
by a constitutional majority the following act
towit:
*\An act to amend sect'on 1, article 7, para
graph 1, of tht constitution of Georgia, so as to
extend the provisions of said section, article
and paragraph to the widows of confederate
soldiers, who, by reason of ago and poverty, or
iuflrmity and poverty, or blindness and pover
ty, arc unable to provide a living for them
selves, and for other purposes.’*
Sec. 1. Be it enacted L>y the general assem
bly of Georgia, and it is hereby enacted by au
thority of tbe same, that section 1, article 7,
paragraph 1, of the constitution of Georgia, be
and the same is hereby amended by inserting
alter the word “service” iu the 13th line, the
following words: u or who. by reason of age
and poverty, or infirmity and poverty or tdind
neiss alid poverty, are unable to earn a living
for thomselve y* so that said sect on when so
amended, will read as follows, towit: “To sup
ply the soldiers who lost a limb, or limbs iu the

amendment shall be agreed to by two-thirdl of
the general assembly, of each house, the same
shall be eutertd on tneir journals with the yeas
and nays taken thereon, aud the governor shal
cause the amendment to be published in one or
more of the newspaper® in each congressional
district for two months immediately preceding
the next general election, and the same shall be
submitted to the people at the noxt general
election, and the voters thereat shall have writ
ten or printed on their tickets, “For ratifies
tion of section 1, article 7, paragraph 1, of the
constitution of this state,” or “Against ratifica
tion of section 1, article 7, paragraph 1, of the
constitution of this state*? as they may choose;
and if a majority of the electors qualified to
vote for members of the next general assembly,
voting, shall vote in favor of ratification, then
said amendment shall become a part of said ar
ticle ?,secttou 1, paragraph l, of the constitu
tion of this state, and the governor shall make
proclamation thereof.
Sec. 8 repeals conflicting laws. Approved
December 21, 1899.
Now, therefore, I, Allen D v Candler, governor
of said state, do Issue this, my proclamation
hereby declaring that the foregoing proposed
amendment of the constitution is hereby sub
mitted, lor ratification or rejection, to the
voters or this state, at the general election to lie
held on Wednesday, October 8,1900, as provided
