Special Master
rules for county
in eminent
domain case
• Fendig & Hogan at
odds over jail RFP
By Matthew J. Permar
After being replaced in
recent weeks by articles about
hurricanes, national political
conventions and vice presi
dential candidates, the con
troversial Glynn Comity jail
expansion project is back in
the headlines and on the front
pages.
On Wednesday, Thursday
and Friday, September 3, 4
and 5 Special Master Patrick
T. O’Conner presided over an
evidentiary hearing in the
County’s eminent domain
case against Bob Torras and
his company, Brunswick
Landing, LLC.
The comity filed the civil
action in order to acquire two
pieces of Torras’s property at

Up until now Brunswick
City Commission members
have not said much about
citizen protests, anger and
controversy revolving around
the location of the new Glynn
County downtown jail expan
sion.
But last week Mayor Bryan
Thompson spoke up and voiced
the Commission's consensus of
the situation.
The City's refusal to discuss
giving the Comity the neces
sary portion of I Street that
it needs for the jail are based
on the unfolding events of the
past few months surrounding
the jail.
"What galvanized us (com
mission members) to speak
is that the Comity issued the
RFP (Request for Proposal) for
construction of the new jail one
day before the special master

Negotiating the Demere/Frederica Roundabout
By Matthew J. Permar
St. Simons Island residents
still seem widely split on the
roundabout at the intersec
tion of Demere and Frederica
Roads.
It's a love/hate relationship
- some folk love it, some folks
hate it.
Those who hate it, I've found
are generally the people who
find it confusing. This article is
for you as I try to explain how
to navigate the Roundabout.
First, the roundabout is
good engineering. The prob
lems come from drivers who
don't follow the rules of the
road.
I came to work on Deme
re heading to Brunswick this
morning at precisely 8:00, the
heart of the morning rush
hour.
Traffic at the Demere Rd.
/ Sea Island Rd. intersection
going off the island was backed
up from the stop light past St.
Simons Health and Fitness.
Across the Torras Causeway
was backed up, as usual, with
folks driving under the speed
limit in the left lane.
But, at the roundabout?
Traffic was flowing smoothly
and all I had to do was slow a
little and ease into it. Not one
approach was backed up.
And with respect, the Coun
ty's educational Roundabout
brochure is less than helpful
and incorrect in at least one
instance. The one I have only
describes three of the four
approaches to the intersection.
One of the things I have
found to be helpful for folks
who don't 'get' the roundabout
is to think of it just like the old
four way intersection. You're
not really going "around" any
thing, you're still either going
straight, turning right or turn
ing left.
Another important aspect is
that you are not required to
stop as you enter the round
about. You must only Yield' to
oncoming vehicles already in
the roundabout.
The absolute key to the
roundabout is the directional
signs at the approaches shown
in the four photos above.
The signs tell you which
lane you need to be in for the
direction you are going.
And as a reminder, the
signs are duplicated on the
pavement where you enter the
roundabout.
Looking at Photo #1 you are
Northbound on Frederica Rd.
The sign has three arrows for
three lane options. Drivers in
the left lane may turn left onto
Demere and head to Bruns
wick or continue straight on
Frederica north. Drivers in the
