BOE tribunal policy to change

During their regular meeting last administrative and one criminal, may
week (Aug. 14) the Glynn County
Board of Education (BOE) placed the
student tribunal policy on the table
and plans to vote on the policy chang
es at the next regular meeting which
is scheduled for Sept. 11.
One of the main changes in the
policy would be to allow retired educa
tors with specific qualifications to take
part in a tribunal.
This would allow current adminis
trators to remain in their building as
well as reduce conflict of interest, bias,
or undue influence.
Other changes include: allow par
ents the opportunity to use a social
worker as a liaison; allow limited min
isterial accompaniment at the tribu
nal; develop a parent’s guide to tribu
nals; multiple trained hearing officers
will be available; a statement will be
read to parents / students involved in
the tribunal that due to the nature
of the violation, parallel actions, one

water and sewer extension from the
intersection of Old Jesup Road and
Highway 341 north to the location of
the new store.
The JWSC will then extend wa
ter and sewer from Friendly from the
Blythe Island Connector to across
Highway 303.

• The JWSC approved The Fred
erica Township’s ‘Unsolicited Pro
posal’ agreement which will allow the
Frederica Development Group, LLC to
fund the necessary improvements to
the sewer infrastructure for a planned
development of 200 residential lots on
the north end of St. Simons Island.

• The BOE also approved spending
$66,000 on the ITBS (Iowa Test of Ba
sic Skills) and the CogAT (Cognative
Abilities Test). These tests have been
used since 2016 to screen all first and
third graders in the school system.
• The BOE approved $50,000 for
Read 180 and System 44 programs for
16 schools.
• They approved the Aug. 9, 2018
Gude report which shows $52.3 mil
lion in ESPLOST revenues received
through July. The total budgeted
amount through July is $47.4 million.
• During the Special Called meet
ing on August 16, the BOE approved
the 2018 millage rate at 16.157. The
rate has remained the same since
2014.
• After 45 days of data collected

the Academy Creek Odor Control trial
that the dosing of three upstream lift
stations worked fine at first and then
did not work.
Burroughs said, “We are using a
Magnesium Hydroxide Lime Slurry at
three upstream locations.”
What Burroughs believes happened
is that with the influent flow jumping
all over the place and the slurry dose
not flow paced, that the dosing needs
to increase as the flow increases.
“During the second month of the
trial, staff will work with the trial
provider to improve flow pacing. With
the improved flow pacing the results
should be closer to the initial trial re
sults,” Burroughs said.
The cost of the trial is $20,000 a
month. Dosing is occurring at three
lift stations upstream from Academy
Creek that carry the most waste.

will hold a breakfast meeting and 2018
campaign kickoff Saturday,August 25

Alex Atwood.
Discussion includes recent legisla
tion passed and constitutional topics
that impact Georgia’s citizens.

concentrated in the shallowest spots
between the bridge and Jekyll airport.
Part of the dredged material will be
placed as a thin layer placement on a
site on Jekyll Island near the creek to
minimize impacts to the marsh.
About five thousand cubic yards of
dredged material will be placed on the
site and spread out over five acres.
Thin layer placement is a beneficial
use of dredged material strategy that
keeps sediment in the coastal marsh
system and sustains marsh eleva
tions so that they are more resilient to
storms and other disturbances.
The remaining material dredged
from Jekyll Creek will be placed in the
deep hole in St Simons Sound.
The Corps has worked with GA De
partment of Natural Resources and
the Jekyll Island Authority throughout
the design of the project and developed
extensive monitoring plans for both
the thin layer and deep-hole place
ment methods for this pilot project.
