Page 2, August 27, 2018, The Islander 3 AG IE 2 N Demere repaving to start mid-September; done by Georgia / Florida By Matthew JL Permar Road improvements around the county, and particularly on St. Si mons Island, were a big part of the project list for the Special Pur pose Local Option Sales Tax 2016 referendum. On St. Simons the county plans to repave Frederica Rd., Demere Rd. and the East Beach Causeway along with intersection improvements on Frederica Rd. that will be underway soon. During last week’s Glynn County Board of Commissioners’ (BOC ) work session (Tues., Aug. 21), the commis sioners got a report on repaving De mere Rd. between the Sea Island Rd. intersection and the Frederica Rd. roundabout from Engineering Su pervisor David DeLoach DeLoach opened his comments saying, “We’re about to impact traf fic on Demere Rd.” According to DeLoach, the project will start in mid to late September and take two to three weeks. The goal is to be done by the Geor gia / Florida football weekend on Saturday, October 27. DeLoach said it would have been a “straight repaving,” but turn lanes are required at the Reserve at De mere residential subdivision. The turn lanes were required by the Island Planning Commission back in 2014 when the site plan was approved for the Reserve. In fact, the Preliminary Plat for Phase II (24 additional lots) of the Reserve (PP 2822) states: “This phase, along with the entire develop ment, is subject to the requirements of ZM 2574, which established the zoning requirements for this devel opment. This includes that “Prior to the issuance of a Certificate of Oc cupancy for the 27th unit, a center turn lane within Demere Road shall be constructed as approved by Glynn County. The construction of the turn lane shall be at the developer’s expense.” At press time it was known that the developer has paid the county for the project, but it was not known if the Certificate of Occupancy for the 27th unit has been issued. Along with the dedicated turn lanes at the Reserve and The Plan tation commercial subdivision across the street, the project will also in clude drainage work between the Re serve and the St. Simons By The Sea hospital next door. The cross drain work will require the removal of sev eral trees, including one live oak. DeLoach said it would be a “cross drain” similar to what was done a the Pembroke subdivision several months ago. He said the cross drain work would be done on a Sunday. DeLoach said in order to lessen the impact as much as possible, con struction work would be done be tween 9:00 am and 3:30 pm to avoid morning and afternoon rush hour traffic. Commissioner Richard Strickland (Dist. 3) asked if the work could be done at night when they could work longer hours? DeLoach said the night work had it’s own challenges. Public Works Director Dave Aus tin said, “When we repave on St. Si mons, it’s always painful and will in convenience some people, we wanted you to know about this. We will re search other options, like working at night, but the cost is an issue too. We can get a proposal on the night work. This will be painful, but we will have a nice road when it’s done.” Responding to Strickland’s com ments, County Manager Alan Ours added that there are a number of residential areas along this stretch of Demere and night work would re quire high powered lighting and gen erate a lot of noise that would have a negative impact on the residents. Islands Commissioner Peter Mur phy (Dist 2) also asked Austin to ex plore the possibility of night work.
