County hires temps to get caught up

In two separate actions during
their regular meeting Thursday, De
cember 7, the Glynn County Board of
Commissioners (BOC) voted to hire
temporary employees to work in the
Board of Elections office and the Prop
erty Assessor’s office to help deal with
some out-of-the-ordinary tasks.

The Board of Elections (BOE) con
tacted County Manager Alan Ours
about a week or so prior to the meet
ing with a request to hire two, full
time employees on a temporary basis
for one calendar year to scan registra
tion cards into the electronic system.
It is estimated to cost $40,716 and
the funds will come from the County
Manager’s Contingency Fund.
The request had been reviewed by
the Finance Committee and was listed
on Thursday night’s consent agenda,
but Commissioner Bob Coleman (At
Large #2) asked that it be pulled from
the consent agenda.
Coleman asked, “Do we have the
criteria to support this? What are the
time factors and where will the money
come from?”
Ours explained the call from the
BOE saying they were seeking addi
tional help to get 57,000 paper regis
trations scanned into the electronic
system in time for the 2020 elections.
He added that he had also received
their request in writing.
“They want the employees for one
year,” said Ours, “but if the work is
completed sooner than a year, then
the temporary positions will end.”
Coleman asked about the letter and
Ours said it had been included in the
commission’s packet of information
for the meeting.
Commissioner Peter Murphy (Dist.
2) noted the letter was not dated and
suggested that if there are voters on
the list that are over 100 years old, the
county should make sure they are still
alive and living in Glynn County.
“We don’t want bad information in
the system,” said Murphy, “but this
request is appropriate.”
Commissioner Mike Browning
(Dist. 1) said he visited the BOE and
said that this past general election
and run-off election both had higher
voter turnouts than in the past.
“There’s also a lot more scrutiny
on voting these days,” said Browning,
“The information has always been
kept on cards and they just want to
get it all done electronically. Current
ly it’s an antiquated and backwards
system. This should have been done a
long time ago.”
Commissioner Richard Strickland
(Dist. 3) made the motion to approve
the request. It passed 6-1 with Cole
man casting the nay vote.

Coleman tax lawsuit.
According to a report from Glynn’s
Director of Administrative Services &
CFO Tonya Miller, she and her staff
met with the County Attorney’s office
and discussing ideas regarding the
suit.
After that they met with the Chief
Property Appraiser who accepted the
challenge of determining the correct
property values.
When asked what was needed,
Chief Appraiser Ron Glissen said four
temporary hires and equipment (com
puter, phone, software, etc.) for each
would be needed.
Calculating the rate for a tempo
rary agency would be approximately
$18,750 per person and $2,500 per
person for the appropriate equipment.
Funding will be from the unassigned
fund balance in the General Fund.
Coleman asked the same ques
tions he had asked about the Board of
Elections.
County Attorney Aaron Mum-
ford said it was to make sure the
county complies with the court order.
Mumford reiterated what was in Mill
er’s report regarding the Property As
sessor’s office.
“Based on our conversations,” said
Mumford, “this is what is needed for
the 2019 tax digest.”
Murphy said, “We discussed this at
the finance committee and Mr. Glis
sen explained it. There’s some 17,300
properties that need to be addressed.
This is necessary to get done for the
tax digest.”
Miller stressed that this would be a
one time need for the four temporary
employees.
Strickland made the motion to ap
prove and it passed unanimously.

The BOC deferred the acceptance
of a Federal Lands Access Program
grant in the amount of $1,342,000
from the U.S. Department of Trans
portation (DOT) and the Federal
Highway Administration (FHWA).
