marked? Are there any wetlands on
site?
• Will both sites be known as Guale
Preserve Site 1 and Site 2? Formal /
proper names of each site needed for
E911 purposes.
• Site 1 - This road is shown as
Musgrove Plantation Rd. in the GIS
road database. If the owner would like
to rename this road, right now is a
good time to do so. If the owner keeps
Musgrove Plantation Rd., the address
will be 1050 Musgrove Plantation Rd.
A road sign should also be erected.
• Site 2 - Per the Addressing Ordi
nance, a continuous road should have
the same name throughout its entire
length. The access to this site is really
a continuation of Village Dr. Please
label this portion of the road. The ad
dress for this site will be 425 Village
Dr.
• The entrance arbor / gazebo is a
new structure and site plan approval
by the IPC (Island Planning Commis
sion) is required.”
On October 12, after questioning
why a site plan permit was not re
quired, German Village residents were
instructed by the County Community
Development Director that they must
“request the plans via an Open Re
cords Request” to find out any infor
mation on SSLT plans for Musgrove
or the status of staff review of the
application.
Thompson also informed the resi
dents of her decision to “decline your
request for a meeting.”
The Islander made an Open Re
cords Request for a copy of the final
approved SSLT application with final
staff review comments. Documenta
tion has not been received to date.
County Public Information Officer
Matthew Kent responded on Janu
ary 3 that the SSLT original plan was
the only one on file. He stated that no
written record of updated or final staff
comments or approval of this “Infra
structure Only” permit, including a
public safety review for compliance,
was available.
He added that “there isn’t an actual
document that is an “Infrastructure
Only” permit, so technically we don’t
have any documents responsive to
your request.”
It remains unclear what, if any, cor
rections or modifications to the site
construction plans were requested
by County staff or were made by the
SSLT.
Further review of the original ap
plication materials obtained by The
Islander from the County in October
show other notable omissions and er
rors in the original Guale Site Con
struction Plans submitted by SSLT.
The Vicinity Map of the Plan Cover
(Sheet 1) does not show both Site 1 and
Site 2.
Also, labeling of the adjacent Village
Bluff Subdivision / German Village
neighborhood and Musgrove Creek
was erased.
The map also improperly labels the
middle entrance road to Musgrove as
Village Drive.
Sheet 2 of the Plan (Overall Site
View) does not identify Village Bluff
subdivision, does not label Musgrove
Creek, nor does it show surrounding
zoning districts or property ownership.
The overall site plan does not iden
tify the newly created Village Lane
at the Musgrove caretaker’s back
gate which still belongs to the Bagley
family.
The Historic African American
Cemetery is not labeled. Although the
plan shows a tennis court owned by
the Bagley family, it does not show the
private homes that flank the Site 2 en
trance, including the Musgrove care
taker’s home.
Sheet 3 (Site 1 Layout) of the Plan
does not show the ingress and egress
point from Lawrence Road to the
middle parking area. Any turn lane
improvements and the location of
park safety and identification signage
are not shown. No fencing or gates
are shown to separate park property
from the Bagley’s Musgrove Retreat
property.
The Site 2 Layout in Sheet 4 of the
construction plans omits the recently
created private road (Village Lane)
in front of the Musgrove caretaker’s
home. County maps reveal the SSLT
property does not actually touch Vil
lage Drive, but is on the east side of
Village Lane.
A site visit shows that Village Lane
is accessed from the end of the paved
portion of Village Drive via a dirt ease
ment between two homes. Assigning a
Village Drive address to the new park
would appear to be incorrect.
Although the Site 1 drawing identi
fied some significant trees, no tree in
ventory for the Site 2 waterfront park
area was included, despite the many
mature oaks on this portion of the site.
The ecological value of the “mature
maritime forest” and “shell midden
woodlands” in this waterfront area
was emphasized in the DNR federal
grant application.
Of special concern was protection
of the two species in this woodland
area of Site 2, the Florida Privet (State
Rare) and Climbing Buckthorn (State
Threatened).
The planned trail loop passes
through the shell midden and associ
ated protected vegetation delineated
in the DNR grant application.
The Plan did not indicate any en
trance turn lane improvements or any
improvements for ingress and egress
at the park (caretaker) gate which is a
single-lane dirt drive. Locations of any
park safety and identification signage
are not shown.
The impact of traffic on the carrying
capacity of residential Village Drive
was not addressed in staff comments
in the permit review history as of Oc
tober 16.
The zoning of surrounding prop
erties was not labeled. The issue of
