zoning was not addressed in planning
staff comments in the permit on al
lowing a park access through a resi
dential district.
Although the SSLT portion of Mus-
grove is zoned FA, the current R-6
zoning of Village Bluff Subdivision
does not allow parks.
Known sites of archeological and
historic importance, such as the shell
midden, were not identified in any of
the submitted plan drawings.
Despite multiple SSLT and DNR
public announcements of an expand
ed boat launch, renovated boat house,
fishing pier, observation deck, and
boat trailer parking, none of these
amenities were shown on the submit
ted Site 2 plan.
No vehicle turnaround options were
shown on the Site 2 plan for park visi
tors when the caretaker gate is closed.
A home is located less than 20
feet from the current dirt driveway
shown by the SSLT for park access.
It is unclear where vehicles can turn
around safely without backing into
private yards or into oncoming traffic
on Village and Virginia Drives.
None of the existing structures
adjacent to the site, including homes
in the subdivision or the caretaker’s
home that remains under private
ownership, or existing residential
driveways and private docks, were
shown on the construction site plans.
The application stated that the site
will use public water and sewer, but
there are no utility lines to Site 2. The
application did not address why water
and sewer were needed for a walking
trail and parking.
Prior to County’s administrative
approval of the SSLT permit in De
cember, an AmeriCorps team (known
as Bayou 2 of the Southern Region)
began cutting and clearing new trails
on the property in November during
Thanksgiving week.
The team was recognized by the
SSLT in its December 2018 news
letter that stated “Their collabora

For comparison purposes, the plans
for the county-owned Frederica Park

site plan review by County planning
staff and approval by the Island Plan
