The news came during the Facilities Committee meeting last week (May 15). During the smoke testing a nmnber of broken residential clean-out caps were discovered. The JWSC is sending letters to homeowners who have the bro ken caps so they can get them repaired. The JWSC smoke tested the 15 worst basins on St. Simons Island for I&I and there are about 40 basins on the Island, Burroughs said. He also told the JWSC that smoke testing on a smaller scale could be done in house and that staff may do some of the Academy Creek Waste Water Treatment plant basins. ‘We should have the final report on the St. Simons testing and an estimate of the leakage by late summer or early fall,” Burroughs said. SPLOST 2020 was discussed briefly. Burroughs said the JWSC is working on a list of SPLOST 2020 items and focus ing on rehab and critical needs. We also are waiting to see the City and County SPLOST 2020 priorities to see how our list can best benefit the com munity,” Burroughs said. Commission Chairman Ben Turnip- seed asked how the JWSC portion of the L St. project was going and told staff he did not want the JWSC to hold up the city. Engineer Todd Kline said the project was going well. “There are tilings that are unseen, and we found one water line that needs to be re-routed but our bud get contingency will cover it,” he said. We should be finished with our wa ter line work by fall,” he said. During the JWSC Finance Commit tee meeting (May 15) Procurement Di rector Pam Crosby, who was tasked by former Executive Director Jimmy Junk- in, to get the inventory under control, told the commission that there is a sig nificant variance in the Academy Creek inventory. Crosby said, We are focusing on the top 300 items out of 1700 items and getting those variances in line.” The Academy Creek shortage is about $300,000 and $100,000 of that is pipe segments used in the field, she said. Burroughs said, “Our record keeping hasn’t been the greatest and we have policies going into place to prevent this from happening.” Burroughs also said that he believes in particular the pipes were used in proj ects and inventory wasn’t relieved. JWSC CFO John Donaghy said that pricing differences can account for the variances and not missing inventory. Crosby said she would have a firm amount in a few weeks and an explana tion for how the shortages occurred. Customer deposit returns and water cut-offs were discussed at the Finance Committee meeting. Burroughs said, We can only refund residential deposits, not commercial. The JWSC falls under Glynn County ordinances and they don’t allow for com mercial deposit return.” Commissioner Don Elliott told Bur roughs to come up with a list of ordi nance re-writes for the JWSC and they would be presented to the county during the comity’s current ordinance rewrite project. A proposed change to the water cut off policy and payment plans could take place July 1 when the utility’s fiscal year starts. The JWSC is considering drop ping the late fees that are currently in cluded on a payment plan for those cus tomers who are in arrears. The new proposal is: after making six months of timely payments, all accrued late fees would be dropped. Currently late fees accrue at 1.5% monthly. Any changes will come with a new rate resolution that will become effective July 1. The JWSC will hold two public meetings on June 11 and June 12 at the Casino on St. Simons Island and at Howard Coffin Park respectively. At the regular JWSC meeting (May 16) the commission voted to accept the Harrington Lane Sewer dedication and to defer choosing engineering services for the Academy Creek project. This was delayed for one to two meet ings so personal references could be checked.
