Just when you thought it
was over, the Oglethorpe Con
vention Center came up dur
ing the City’s May 28 Finance
Committee meeting.
Urban Redevelopment
Agency (URA) chairman LaR-
on Bennett asked the finance
committee to consider sign
ing a construction manage
ment agreement with Elkins
Construction of Jacksonville
to provide a cost to the city
for the Oglethorpe convention
center.

nett the matter was already
on the city commission’s June
5 agenda.
The June 5 agenda wording
under a section called Mayor
Harvey’s items is “Consider
Approval of Elkins Construc
tion as Construction Manager
at Risk for the Oglethorpe
Convention Center and Con
sider Approval of Contract for
Elkins Construction Manager
at Risk Services.”
Per the contract the city
would pay Elkins $35,000 for
their pre-construction services
which would include construc
tion costs.
A bit of history:
The city and county entered
into a Memorandum of Un
derstanding (MOU) on April
7, 2016. Basically the MOU
deeded the county-owned
Newcastle St. property over
to the city for the convention
center.
According to the MOU the
city must have construction
on the convention center “sub
stantially complete” within
three years or they will be in
default of the agreement.
If the city defaults, the
property reverts back to coun
ty ownership.

Medicine cabinets are as
much a part of today’s bath
rooms as sinks, showers and
toilets and have been for
decades.
And most of us, regardless
of how healthy we might be,
likely have at least a hand
ful of unused and / or expired
prescriptions in our medicine
cabinets.
They’re not something we
think about often, but every
now and again we go through
and clean them out, which
raises the question of what to
do with bottles still half full of
of pills?
This was the dilemma St. Si
mons resident Frances Zwenig
found herself in recently.
“I had been collecting my
unused medicines for a while,”
Zwenig told The Islander last
week, “So I took them to the
CVS on the island.”

Last week (May 28), the
Glynn County Finance Com
mittee deferred making a rec
ommendation regarding the
Memorandum of Understand
ing between Glynn County
and the City of Brunswick
for the establishment and op
eration of the proposed Bruns-
wick-Glynn Special Investiga
tions Unit (BGSIU).
This unit, if approved by the
city and county will replace
the former Glynn Brunswick
Narcotics Enforcement Team
that was recently disbanded
due to questionable and pos
sibly illegal behavior by one of
the team’s officers.
The issue at the finance
committee meeting arose
from a section in the MOU
regarding the use of the word

County's FY
2020 budget
reflects flat
revenue growth

Glynn County’s fiscal year
2020 budget, presented dur
ing a May 21 work session,
was discussed in greater de
tail during a budget work ses
sion last week (May 30).
Overall revenue growth for
the county is projected to be
flat although significant in
creases in Local Option Sales
Tax (LOST) and Title Ad Va
lorem Tax (TAVT) revenues
are reflected in the 2020 bud
get. A 97% collection rate is
projected for property taxes.
The reasons given for the
flat revenues include no new
capital leases in 2020, a more
accurate reflection of EMS
