Road work to continue on SSI
By Matthew J. Permar
Austin told the finance commit
tee that they originally estimated the
roundabout cost at $1.2 million, so it
came in a little less than expected. He
said when estimating road projects it’s
difficult to always know the exact ton
nage of asphalt that will be required.
But in this case the county came out
to the good, with a potential savings of
roughly $200,000.
Along with the roadway, the project
will include drainage work and ero
sion and sedimentation control.
The project will impact some
marshland. Austin said these regula
tory issues were getting close to being
finalized with the Dept, of Natural
Resources.
Regarding the time line, Austin
said they plan to start during the
second or third week of August, after
the primary summer beach season is
over, and be finished by Georgia / Flor
ida weekend on November 2 when a
large crowd is expected on St. Simons.
Austin said they would know more
details on the time line once they have
the pre-construction meeting with the
contractor.
The intersection will be closed dur
ing construction, so drivers will detour
by way of Arnold Rd. to get from De-
mere Rd. to Ocean Blvd. and then by
way of Park Way and Wood Ave. once
they get to East Beach.
Unlike the 2-lane roundabout at
Frederica and Demere Rds., this
roundabout will be one lane. Austin
said the larger 2-lane version would
take up more land and impact more
With the Frederica and Sea Island
Roads repaving and widening projects

County Public Works Director Dave
Austin has set his sights on three in
tersection improvement projects that
should complete the Special Purpose
Local Option Sales Tax 2016 road
projects for the island.
During last week’s County Finance
Committee meeting (Tuesday, July
23) Austin submitted a request to
contract with Curb and Gutter Profes
sionals, Inc., of Jesup for $1,012,740
to construct a roundabout at the inter
section of East Beach Causeway and
Ocean Blvd.
The finance committee approved
it and sent it to the Glynn County
Commission for final approval, which
could be on their agenda this Thurs
day night.

stories high and include parking
underneath.
JIA Executive Director Jones Hooks
said he was comfortable with the plan.
“It includes wildlife corridors and a lot
of the permeable areas we asked for,”
he said.
“The parking around the Marina
is chaotic now,” he continued, “with
those who park there to fish, boat or
take the Cumberland Island tour.
With this new plan we will have orga
nized parking.”
“The final environmental
assessment is still outstanding, the
the design approval is contingent upon
that,” he said.
Hooks commented that no buildings
are being placed on the Jekyll Harbor
Marina side and that there is no is
sue with the wetlands which will be
retained.
The lease for the project will be
presented to the JIA at the August
meeting.
• In other business the Authority
heard a water / wastewater update
from Noel Jensen, Chief Operations
Officer.
Jensen told the board that recent
upgrades and additions “made for
better redundancy for the water and
wastewater systems.
Two new generators have been in
stalled at the wastewater treatment
plant. A 250-kilowatt generator was
tested last month and has the capacity
to power the wastewater plant in the
event of main power failure.
The second generator will be used to
power the office and laboratory.
A new motor control system was
also installed. Over the next five to
six years all five water towers on the
island will be contained, stripped of
paint, inspected, repaired as neces
sary, and repainted.
• Georgia Power will move forward
with transmission line improvements
between Colonel’s Island and Jekyll
marsh.
Austin was asked about the other
two St. Simons intersection improve
ments - Frederica Rd. and King’s Way
and East Beach Causeway and De
mere Rd.
Austin said they are currently aim
ing to start the Frederica Rd. / King’s
Way project sometime in January af
ter the holiday season and the RSM
Classic golf tournament. They plan to
be done before tourist season.
This project will not be a round
about due to land issues related to
the St. Simons McKinnon Airport and
the Federal Aviation Administration.
Instead it will be additional lanes,
pavement re-striping and traffic light
adjustments.
The final project, East Beach
Causeway / Demere Rd. will likely not
get underway until fall of 2020.
Island and should begin August 5,
Hooks said. The first phase of the proj
ect will include vegetation manage
ment. The Authority will work with
Georgia Power to minimize traffic dis
ruptions on the causeway during ma
jor events such as the Shrimp & Grits
Festival.
• Finally The Georgia Department
of Transportation (DOT) will modify
the acceleration and deceleration lanes
at the intersection of Highway 17 and
the Jekyll Island Causeway. The goal
is to improve sightlines and reduce
collisions. Work on the safety project
should begin in October. Hooks said he
did not know the exact nature of the
improvements.
