City sets millage rate, 2020 fees

Last week the Brunswick City
Commission held their final public
hearing on the 2019 Millage rate and
at the regular meeting approved the
resolution setting the rate at 13.219.
Because of an increase in construc
tion within the city as well as an in
crease in property values the city,
while keeping the millage rate the
same as last year, will bring in ap
proximately $70,000 more in taxes
than last year.
Mayor Cornell Harvey commented
during the public hearing that the city
would make an effort to roll back the
millage rate next year.
The Commission also set the Solid
Waste Fee and the Storm Water Util
ity Fee.
The 2020 Solid Waste fee remains
at $22.20 per month, the same as the
2019 fee, for residential customers.
The Storm Water Utility fee was
first billed in 2018. This year’s fee is
$4.50 per month per residential unit
for the 2020 service year.
Commercial customers received a
5% increase last year but their rates
also will remain the same for 2020.
The 2020 Sanitation Service Fee
will be billed on the City of Brunswick
2019 tax bill as an assessment.
Per the storm water utility ordi
nance the customer classifications
other than residential customers are
charged a rate of equivalent residen
tial units (ERU) based on the amount
of impervious space on their property.

In other business the City Com
mission approved restrooms for Over
look and Liberty Ship Parks.
The restrooms will be purchased
from CXT, Inc. and are precast facili
ties. They will be equipped with stain
less steel facilities. The foundation
and utility work will be provided in-
house by the City.
The cost of a four-stall (two men’s,
two women’s) restroom building for
Overlook Park is $90,542 plus an es
timated $8,000 to $10,000 for the con
crete pad and utility work. Utilities
must be run under Highway 17.
The purchase price includes con
struction, delivery, installation, and
connection to water, sanitary sewer
and electric utilities.
The cost of a four-stall (two men’s,
two women’s) restroom building for
Liberty Ship Park is $138,150 plus
an estimated $4,000 to $5,000 for the
concrete pad and utility work.
Both facilities will be funded from
SPLOST 2016. The vote to approve the
purchase was four to one with Com
missioner Johnny Cason, who thought
the cost was too high, voting no.
The City Commission also ap
proved a resolution pledging a
$24,000 funding match for Bay Street
improvements that would be paid for
by a federal Metropolitan Planning
Fund grant. If won, the estimated
grant would be $400,000 and be used
to make Bay Street more pedestrian
friendly and improve connectivity to
Mary Ross Park. The vote to approve
was four to one with Commissioner
Cason voting no.
Prior to the end of the meeting
Com. Cason brought up forming a
committee to monitor, discuss, and
provide recommendations on the en
vironmental concerns facing the City
and its citizens.
Com. Cason said, “If we had had a
committee to stay out in front of our
environmental issues such as Terry
Creek, we might be further down the
road than we are today.”
Hal Hart, a city resident, spoke
to the Commission after Com. Ca
son asked the Mayor to consider a
committee and stated his concerns
about the recent decision not to clean
up Terry Creek but to cover up the
contamination.
Hart said he was concerned about
the homes along Terry Creek includ
ing Saint Marks Towers, the Oak
Park community, the Riverside com
munity and the Brunswick and Glynn
County community in general.
Hart also stated, “Since moving out
to Riverside in 2000 I have watched
PVC stakes in the marsh move north
ward, first starting at the spoil site
and then closer to Riverside.
“Now in 2019 those stakes are
less than a football field length from
my front door. When I have inquired
about them nobody knows anything,
but yet they are there and moving.
“Please ride out to Riverside and
see for yourself. Just do not do it on a
full moon since our road goes under
water. That’s a matter I would like to
talk to the commission at a later date.
“My question to you is, as a govern
ment, do you know what the stakes
represent? Do you know who is plac
ing the stakes? Are they testing the
soil and if so for what? Are they track
ing a chemical plume? Is my well and
my neighbors’ irrigation well water
safe?
“I am asking this Commission,
before we cover up this mess (Terry
Creek), please find out what we are
covering up.”
The Terry Creek Superfund site is
what Hart and Com. Cason are refer
ring to. It was not known at the time
of this article what the stakes are for
or if they are part of the Terry Creek
superfund site.
The superfund site is broken into
three areas that need to be remedi
ated. OU1: the Outfall Ditch which is
the priority although it was in 1999
that the Environmental Protection
Agency and Hercules entered into an
agreement to conduct a Remedial In
vestigation / Feasibility Study (RI/FS)
for the Site.
Currently an interim record of de
cision (IROD) detailing the cleanup of
OU1 was entered into Federal Court
on August 1 but no decision has been
made.
Cleanup decisions for OU2: Dredge
Spoils and Uplands soils, and OU3:
Terry and Dupree Creeks will be
made at a later date.
