The original roundabout plan did not pan out due to issues with the St. Simons McKinnon Airport, according to the Federal Aviation Administration. That led the BOC to a design that included adding more turn lanes to the existing intersection. The plan also would have changed the traf fic light phasing in order for it to run through it’s cycles quicker. However, since then the Sea Is land company has presented a revised roundabout plan that is currently be ing reviewed by the BOC. Where the county’s original round about shifted the intersection to the west, Sea Island’s new roundabout shifts it to the south, away from the airport. Sea Island owns three of the four corners at the King’s Way / Frederica intersection and will have to provide the county with right-of-way for the project, regardless of which design is approved. Austin said, “Sea Island has options they’d like the Board of Commission ers to vote on. The commissioners are still evaluating the options for King’s Way and Frederica, so we don’t have a construction start date yet.” The original time line to start this project was early to mid January, af ter the RSM Classic golf tournament and the Thanksgiving and Christmas holidays. Regarding other SPLOST 2016 road projects, the county is currently working to acquire property for the widening of Canal Road. Austin reported that the Ocean Blvd. / East Beach Causeway round about was 95% done and would be fin ished for the Georgia / Florida game this weekend. He also said they were working through right-of-way issues for the roundabout at the other end of the East Beach Causeway at Demere Rd. Austin said, “It will take a couple of months to get through the bidding process for that project, so it may be next November before we start it.” The new Animal Control facility, a project of particular interest to SCOC member Jane Fraser, is also on hold due to a funding shortfall. SPLOST 2016 has $1.5 million for the facility. The first architectural de sign estimates came in at came in at about $2.5 million. Austin reminded the committee that, as will all projects, they would not have an exact price until the proj ect was bid out. Back during a BOC work session in April, BOC chairman asked staff to come up with some numbers that were a little more “firm” for the Ani mal Control facility. Staff looked at three options: build ing a new facility at the Public Safety Complex; expanding and renovating the existing facility on Hwy. 17 north; and building a new building at the current location while keeping the ex isting kennels. The latter option has been dropped, leaving the choice a new building at the Public Safety Complex or reno vation and expansion of the existing facility. Commissioner Bob Coleman (At Large #2), a long time proponent for the new facility at Public Safety, maintains the location of the exist ing facility is in a low area prone to flooding. The Ussery - Rule architectural firm provided the original estimate for the new facility, and was engaged again to come up with the new cost figures. Last month those revised numbers came in even higher at $3,872 million. According to Assistant County Man ager Kathryn Downs, this is the cost to build the facility right now, but she added the project would still need to be put out to bid to get an exact price. Another local architect, James Kent, is also working up cost figures for the renovation and expansion of the existing facility. There is also an issue with the sewer lift station at the Public Safety Complex that will need to be dealt with before the new facility is complete. According to JWSC interim Direc tor Andrew Burroughs the lift station, designed only to handle the Public Safety Complex, needs to be upgraded to handle the Complex during emer gencies when the buildings houses city, county, JWSC, EMS, and storm personnel as well as the new Animal Control facility. Burroughs did say the JWSC and county had come to an agreement on how to share the cost of the upgrade. Austin pointed out the lift station is not a SPLOST 2016 project. Downs told The Islander, “The Ani mal Control facility issue will come back to the Board of Commissioners in the near future for direction on how to proceed.” SCOC member John Dow com mented on the rising cost of the Ani mal Control facility and asked if there was other SPLOST money for it. Austin said not that he knew of. He said the additional money could come from the general fund fund balance or the Capital Improvement projects fund balance. He pointed out that the BOC found additional funding for the Veteran’s Memorial in the capital fund fund balance. SCOC member Jane Fraser, “The public would support finding the ad ditional money for the Animal Control building. People are wondering why it isn’t built yet, when we’ve got the money to do it.” Regarding the College Park drain age project, County Engineer Paul Andrews said they still have to meet with the city on this project. This proj ect serves drainage issues in both the county and the city.
