The local EPD office said additional erosion control measures were necessary for the site to be compliant. The cost of these measures is an additional $51,322 over the contractor’s bid. During their review of the jurisdic tional marsh line the CRD noted that the landfill closure plans called for filling an area of the site which is designated as wetlands. There is yet another area of the site that has suspected waste below the ju risdictional line, in other words, waste in the marsh. CRD will not approve the jurisdic tional line until both marsh issues are resolved. Hence, the demobilization and additional request from Lone Wolf for an additional $20,080 for monitoring, inspection, and maintenance of erosion control measures during the demobili zation period which is expected to be six months. In 1999 the T Street Landfill Group was formed and includes the City of Brunswick, Georgia Pacific Corp., and Hercules Corp. The Group is responsible for closing the landfill. Funding of the closure is divided into thirds and sits in an escrow account. The escrow account balance is almost $3.7 million. To date each of the entities has contributed $806,563 toward the closure. The city budgeted $1 million in the fiscal year 2020 general fond budget for its share of the closure’s construction costs. Last week (Oct. 29) the City’s finance committee approved both requests for increases in the contract, and the items will be considered at the Nov. 6 City Commission meeting. Mary Ross Park LaRon Bennett, Chairman of the Urban Redevelopment Agency (URA), updated the finance committee on the Mary Ross Park (MRP) pavilion / sup port building plans. Bennett told the committee that the URA preferred Scheme D, of the four proposed Scheme options) for die MRP “support” building. The estimated cost is $518,000. If the showers are deleted from the building, the cost drops to $478,000. The “support” building will include the mechanical room for the splash pad, restrooms, showers, a veranda on two sides of the building and an information area on the south side of the building at the park entrance. The showers / changing rooms are required by the Glynn County Health Department because of the splash pad. Bennett said the URA is trying to get a waiver for this requirement and hopes to have that decision by December. According to the City’s Sept. 30, 2019 financial report, $329,274 is left in the Mary Ross Park SPLOST 2016 budget. That is not enough to cover the URA’s preferred building plan. Committee comments included Com missioner Vincent Williams, “We are shooting in the dark as far as cost is concerned.” Commissioner Felicia Harris, ‘We need to work within the budget we have. We also need to consider the revenue coming in that will be needed to sustain the park.” Bennett said the building’s drawings should be finalized by January and go out for bid.
