if their U.S.-born children are in
cluded and which should be part of
any analysis focused on total K-12
educational costs.

Paul Pressly to
discuss and sign
his new book
On December 4, 2024, at 6 p.m. in
the A.W. Jones Heritage Center on
St. Simons Island, Paul M. Pressly
will speak about and sign his latest
book, A Southern Underground Rail
road: Black Georgians and the Prom
ise of Spanish Florida and Indian
Country.
Pressly, the director of the Ossa-
baw Island Education Alliance, has
previously edited or contributed to
several books about Coastal Georgia,
including Coastal Nature, Coastal
Culture: Environmental Histories of
the Georgia Coast and. African Ameri
can Life in the Georgia Lowcountry:
The Atlantic World and the Gullah
Geechee.
He will discuss his latest work,
A Southern Underground Railroad,
which spans the period from the be
ginning of the Revolutionary War to
1817, showing how a steady stream
of enslaved people found freedom
outside the boundaries of the new
United States.
The newest book will be available
for purchase and signing onsite fol
lowing the program. Admission is free
of charge, and registration is required
by visiting coastalgeorgiahistory.org.

A look at welfare use by im
migrants from a national
perspective:
The below is taken from the Center
for Immigration Studies report Dec.
2023 “Welfare Use by Immigrants
and the U.S.-Born - Comparing pro
gram use by foreign- and U.S.-born
headed households
Majority of Immigrant Households
Use Welfare — 59% of Illegal-Headed
Households, 52% of Legal
• The 2022 SIPP (Survey of Income
and Program Participation) indicates
that 54% of households headed by im
migrants — naturalized citizens, legal
residents, and illegal immigrants —
used one or more major welfare pro
grams. This compares to 39% for U.S.-
born households.
• The rate is 59% for non-citizen
households (e.g. green card holders
and illegal immigrants).
• Compared to households headed
by the U.S.-born, immigrant-headed
households have especially high use
of food programs (36% vs. 25% for the
U.S.-born), Medicaid (37% vs. 25% for
the U.S.-born), and the Earned In
come Tax Credit (EITC) (16% vs. 12%
for the U.S.-born).
• Our best estimate is that 59% of
households headed by illegal immi
grants, also called the undocumented,
use at least one major program. We
have no evidence this is due to fraud.
Among legal immigrants we estimate
the rate is 52%.
• Illegal immigrants can receive
welfare on behalf of U.S.-born chil
dren, and illegal immigrant children
can receive school lunch/breakfast and
WIC directly. A number of states pro
vide Medicaid to some illegal adults
and children, and a few provide SNAP.
Several million illegal immigrants
also have work authorization (e.g.
DACA, TPS, and some asylum appli
cants) allowing receipt of the EITC.”
