mittee evaluating factors such as
firm and staff qualifications, work
load capacity, past performances and
technical approach. Interviews were
conducted with the top three ranked
firms with Moffatt and Nichol being
ranked number one at the conclusion
of the process.
Glynn County staff and the Project
Management Consultants, Thomas
and Hutton, negotiated with Moffatt
and Nichol arriving at the $1,158,291
fee.
At the same meeting (Thursday,
November 21) The BOC approved
a $297,775 contract to renovate the
public bathrooms in the Casino build
ing on Beachview Dr. on St. Simons
Island in the pier area.
Since its renovation about 15 to 20
years ago, the Casino has been home
to four sets of public bathrooms - one
on each end of the building and two
more in the center at the entrances to
the St. Simons Public Library and Is
land Players Theater.
This current project is renovate the
bathrooms on the west end near the
Brogens South restaurant.
The contract went to Shropshire
Built LLC with funding to be provid
ed by the American Rescue Plan Act
(ARPA) Grant and includes the demo
lition of the bathroom interiors.
The doors will be replaced along
new acoustical ceilings, new ceramic
tile floors, a new sink vanity, toilet
partitions and accessories. The interi
ors will also receive new coats of paint,
plumbing, HV/AC, electrical, lights
and fire sprinkler system.
County officials said the contractor
has 15 days from November 21 to ob
tain and submit a performance bond
to the county. Once that is done the
county will set the ‘notice to proceed’
date for the project.
In other business conducted at the
BOC’s November 21 meeting, the
commission:
• accepted a Juvenile Prevention
and Intervention grant in the amount
of $72,274 from the Georgia Criminal
Justice Coordinating Council on be

The grant supports the Juvenile
Court Truancy program and partner
ship with Glynn County Schools. This
grant is being expanded in Fiscal Year
(FY) 2025 to add a Peer Court model
for Juvenile Court.
• approved an annual agree
ment with Stryker Sales, LLC in the
amount of $105,762, with funding to
be provided by the FY 2025 Emer
gency Medical Services Fund. This is
for the ProCare Services Program and
is budgeted annually. The program
provides maintenance services and
replacement of lifesaving equipment
utilized by Glynn County Fire Rescue.
This program is essential ensure to
the state of readiness of all emergency
medical equipment operated by the
fire department.
The agreement is for five, one year
terms, with the option to terminate.

Replacement Project to T&T Fencing
Company, Inc., the lowest responsive
bidder, in the amount of $110,000
with funding to be provided by Ameri
can Rescue Plan Act funds. The proj

• approved an agreement with
Norfolk Southern Railroad allow
ing Glynn County to make drainage
improvements in Norfolk Southern’s
right-of-way, which is needed in the
Perry Lane Road Drainage Improve
ments Project. The project will assist
in alleviating flooding and preventing
the backup of storm water that cur
rently occurs at this location. It will be
paid for with ARPA funds.
• adopted a Resolution authorizing
participation in the ACCG-IRMA First
Responder PTSD Program, which pro
vides a Critical Illness Lump Sum
PTSD Diagnosis Benefit and Long-
Term Disability (Income Replace
ment) Benefit. This is required by
Georgia House Bill 451, “The Ashley
Wilson Act.” Note: ACCG-IRMA is the

The Estimated Annual Premium
for the First Responder PTSD Pro
gram for both components is $61,658
with funding provided by the FY 2025
Benefits Fund.

disorder (PTSD) arising from their
work. Named after a police sergeant
who advocated for more mental health

ous traffic studies were basic traffic
counts and evaluations including the
2016 traffic study by Pond and the
2020 Brunswick Area Transportation
Study.”
County Manager William Fallon
said, “This study takes a long-term
perspective while addressing im
mediate concerns. We want to make
sure we get it right and plan for both
present needs and future growth.
Unfortunately, we’re seeing the con
sequences of poor planning and ex
ecution over the past 30 years, where
infrastructure projects were designed
to solve immediate problems without
accounting for future development.”
In addition to Frederica Rd., the
study will collect updated traffic data
for Broadway St. (from Old Demere
to Postell Dr.) and Postell Dr. (from
Broadway to Frederica Rd.). These
routes are critical “cut-through” areas
for motorists traveling from southern
St. Simons Island to Frederica Rd.
and will provide valuable insights
into the broader traffic dynamics on
the island.
Officials said, “This project under
scores the County Board of Commis
sioners’ commitment to enhancing
traffic operations and ensuring the
safety and convenience of residents
and visitors in the community.”
