governments offer supplemental in
surance coverage for eligible first
responders diagnosed with PTSD.
The coverage includes a one-time
$3,000 cash benefit and monthly in
come replacement up to 60% of the
responder’s salary (up to $5,000 per
month) for up to 36 months. This
benefit aims to give first responders
sufficient time to seek treatment and
recovery without financial hardship.
The new provisions will take effect on
January 1, 2025.
• authorized a letter to the Georgia
Department of Transportation (DOT)
requesting certain Glynn County
bridges be considered for their Local
Bridge Replacement Program over
the next 20 years. The DOT has sev
eral Local Bridge Replacement Pro
grams to help local governments with
bridge replacement.
According to county staff, it takes
several years for the DOT to program
a bridge replacement so staff re
viewed the current standing and age
of local bridges and identified three
that will need to be replaced over the
MPC meets

Glynn County’s Mainland Planning
Commission (MPC) meets on Tuesday
evening, December 3 at 6:00 in the
Historic County Courthouse.
The agenda includes three items:
• a site plan for 1026 Glynn Park
Road for an addition to the existing
J&J Tire business.
The site plan proposes the addition
of four new service bays. The project
received site plan approval in 2022,
but the approval has expired.
The 7,600 sq. ft. addition includes
the four new service bays. Five service
bays currently exist.
The applicant is also requesting a
buffer modification for the required
Type E along Glynn Park Rd. A Type
E is required along the road, but due
to the existing parking lot and fence, a
10 ft. buffer cannot be installed with
out removing pavement and reducing
parking.
• an amendment to an existing
Planned Development (PD) district
that would include, but not limited
to, the addition of ‘car wash’ as a use
at 2668 and 2678 Highway 17 South.
The property is on the north side of
Hwy. 17 a short distance from Andy
Tostensen Rd.
The owner is also asking for modi
fications to the buffer requirements
adjacent to a neighborhood. The buf
fer modification would reduce a por
tion of the buffer from 50 ft. to 12 ft.
and would include a 6 ft. high privacy
fence bordering the adjacent Boykin
Ridge residential subdivision to the
west.
The staff report notes that typical
buffers between commercial and resi
dential are either 12 feet with a 6 foot
privacy fence or 20 feet of landscap
ing. The existing 50 foot requirement
of the PD exceeds this.
• The final item on the agenda is
approval of the site plan for the new
car wash at 2668 and 2678 Highway
17 South.

Staff is requesting that the fol
lowing bridges be considered for the
DOT’s Local Bridge Replacement Pro
gram: Well Creek Bridge (5 years),
East Beach Causeway at Blackbank
River Bridge(10 years), and Peninsu
la Drive at Blackbank River Bridge
(15-20 years).
• awarded a contract to Curb and
Gutter Professionals, Inc. for the
Dungeness Drive Extension Road
Project in the amount of $789,425
with $100,000 in funding to be pro
vided by SPLOST 2016 Funds and
$689,425 to be provided by ARPA
funds.
• authorized the reallocation of
$5,500 currently budgeted in the FY
2025 Fleet Fund for the purchase of
one riding lawn mower for the Fire
Department, to instead purchase one
truck bed cap and deck storage sys
tem for a Fire Rescue Fire Inspector
vehicle.
Fire Rescue has begun purchasing
smaller pick-up trucks for use as fire
inspector vehicles. The vehicles have
a lower purchase price than full size
pick-up trucks and consume less fuel.
This project is being requested to
increase overall storage space in the
truck bed and provide a secure cover
for the equipment.
• accept a grant award from Crimi
nal Justice Coordinating Council
on behalf of Glynn County Fire Res
cue in the amount of $57,700. This
grant supports opioid and other drug
overdose reduction activities within
Glynn County and also supports the
development of a community strategic
plan to reduce the county’s overdose
death rate.
• accept the Patrick Leahy Bullet
proof Vest Partnership grant from the
Department of Justice in the amount
of $7,901. This grant supports a 50%
reimbursement to the Glynn PD
for any eligible vests ordered by the
department.
• award the contract for the Blythe
Island Regional Park Bathhouse #1
upgrades to ELM Solutions, Inc.,
the lowest responsive bidder, in the
amount of $64,135 with funding pro
vided by the District 1 capital alloca
tion. Bathhouse 1 primarily serves
the RV campground and the project
will be similar to the upgrades at the
Casino building on St. Simons Island.
