The amendment to the Sheriffs budget was to increase the General Fund revenues and expenditures by $1,500,817 as follows: • with $558,000 from Fiscal Year (FY) 2024 State Court Fees, • $114,000 from FY 2024 Superior Court Fees, • $355,000 from FY 2024 Interest Revenue and • $473,817 from FY 2024 Realized Investment Gains. According to the staff report, “Repayment of overage is planned through reductions in use of approved FY 2025 expenditure budget and FY 2025 increased State Court revenue collections from the Sheriffs Office Traffic Unit as presented at the No vember 19, 2024 BOC work session.” “Several proactive measures have already been put in place to correct this issue moving forward, which in clude mandatory overtime for deten tion officers starting with entry level officers and moving up, caps on over time allowed for each employee per pay period, elimination of command staff overtime as approved in the FY 2024 pay plan, elimination of deputies from filling detention overtime needs and a proactive plan to fill all deten tion officer vacancies.” “Additionally, the Office of the Sheriff has agreed to maintain a deputy vacancy through the end of FY 2025, saving the County approxi mately $112,000 in benefits and sal ary costs, as well as agreeing to delay the purchase of a FY 2025 approved capital project for office space for the Traffic Unit, saving approximately $250,000 in capital costs.” The BOC unanimously approved the budget amendment without any additional discussion since Sher iff Jump had provided all the infor mation during the November work session. In other business the BOC: • awarded a revised contract to JE Dunn Construction Company for Construction Manager at Risk (CMAR) services for the construction of the new County Fire Station in the amount of $891,620 with funding to be provided by the SPLOST 2022 fund and rescind the BOC’s prior action of approval on November 7th. The Board previously approved the issuance of a contract to JE Dunn for CMAR services for construction of the new Fire Station. Revisions were requested by JE Dunn that were re viewed and accepted by the County Attorney’s Office. These involved changes to some of the terms and conditions of the con tract and does not impact the cost. • held a public hearing on the Fis cal Year 2021 Coronavirus Communi ty Development Block Grant (CDBG- CVj Food Bank Program - America’s Second Harvest Food Bank. According to County Grants Man ager Monica Hardin, the Board of Commissioners has finalized the Fis cal Year 2021 Coronavirus Communi ty Development Block Grant Program and the following activities were car ried out for America’s Second Harvest Food Bank: - Architectural and Engineering Services - Grant Administration - Land-Warehouse acquisition - 2591 Sidney Lanier Drive - Remodeled / renovated the exist ing 50,000 sq. ft. warehouse - Installed a walk-in refrigerator and - Installation of a walk-in freezer. Over the past several weeks, the contractor has been experiencing is sues with dewatering the site for the installation of the below ground re tention chamber system. The area is saturated more than anticipated and there is ground water flowing into the existing detention pond from both sides of the embankment and from the bottom of both the north and south ends of the area. The need and purpose of the change order is for additional well pointing for dewatering the site, which will be come additional parking. According to County Director of Capital Development and Procure ment Resden Talbert, the contractor has installed the well point quantity that was proposed in the contract and they are not adequate to lower the groundwater below the proposed sub grade to allow for the installation of the retention system. Talbert said, “This is a large area to dewater and requires that the entire area be encompassed in well points. We have had a Geo technician and a well point specialist agree that this is the best method to dewater the site so that we can proceed with construc tion.
