At a meeting of the Democratic and
Conservative Congressional Committee,
held the Slat of Mareh, a permanent
organization of the committee was af
fected by electing the following offic

North Carolina, and Samuel N. Bell,
of Nsw Hampshire. Mr. Cox, also, in

The following is the latest ruling of
the Revenue Department:
‘‘ln making their annual} income re
turns upon form 24, tax payers should
not be required tq include amounts re
cieved as dividends, interests, or coupons
from any of the corporations, institutions
or companies mentioned jin sections '2O
and 122 of the act of June 30th 1864, os
amended, except the interest alloweQ or

savings institutions, even though no tax

Radical Tactics.— The New York
Trinbune says:

This is a specimen of Radical tactics.
Under pretense of suppressing disorder,
which does not exist, they set the Presi
dent above the Constitution, giving him'
the powers of a military dictator. The
Democrats who voted against a usurpa
tion which is denounced by many of the
most respectable Republican papers are
charged with syimp.-ttby with the fearful
