Elly Otto established the Savannah Local as a free weekly newspaper in 1877. He changed the name to Penny Local the following year and began charging a subscription cost. The publication referred to itself as the ‘cheapest paper in the world’ at a price of sixty cents per year. In January 1885, Otto re-adopted the Savannah Local moniker for the paper. He raised the subscription cost of the retitled paper to one dollar per year and increased the issue size from four pages to eight. The well-regarded Local suspended publication in January 1894 and Otto passed away two years later.
