and few new cases occur.
Kw York, Sept. 17.—Maver Wood has
received a letter from the Mayor of Balti
more complaining of the quarantine re
strictions against Baltimore vessels, and
threatening retaliation. Mayor Wood re
plies that vessels from Baltimore will be
quarantined only whore thoy have the fever
on board.
The Board of Health moots to day in re
ference to the matter.
The sloop of war Cyanc has arrived nt
quarantine from Pensacola.

of Kansas have nominated ex-Govornor
Reeder for Congress, and have selected the
second Monday in October for polling.
Tho House stands 61 Republicans, 67
Democrats and 21 Whigs. Two districts as
yet unreturnod, and probably Democrats.
Chicago, Sept. 15.—Dates from Nebras
ka to the 8th (net., havo been received.—
Colonel Monnies’ party of Government Sur
veyors bad been attacked on tho Platte river
by tho Pownoos, and dispersed. Colonel
Mutinies and five others had arrived at Ne
braska city. Tho rest of the party were
missing and a party of volunteers were gone
in pursuit of them.
Charleston, Sept. 17.—Cotton.—The mar
ket is depressed. The receipts are increas
ing. Sales for the last three days amount
to 1,600 baics, 8J to 10.'jo. Rice has declin
ed. Sales of now havo been made at} to |
lower than last week.
New York, Sept. 17.—Cotton is easier but
not uuotably lower, and 500 bales changed
hands. Flour is unchanged and worth from
$8 12% to 8 62j per bbl. Wheat is a tri
fle higher, and Southern White is worth
from ?1 95 to 1 02}, and Red $1 90 per
per bushel. Naval Stores are dull. Gro
ceries are unchanged. Rico is heavy.

We admit that Americans, and only
Amoricans, should rule America. Who,
then, arc Americans ? You say the man
who was born on the soil of the United
States. Well, then suppose a man born on
tho soil of the United States, and immedi
ately after the process is accomplished, is
taken to Timbuctoo, in Africa, and lives and
grows up there a pagan in soul, and canni
bal in appetite, and by some strange acci
dent at the age of sixty, finds himself here
in a land lie lias no memory of, among a
people whom lie chiefly affects as good to
eat; by your principle ho is one to partici
pate in tho rule of America. You respond,
but he should havo resided here : by his ab
sence he has rendered himself unfit. That
is to say, you abandon your position of
birth, and assume a new one of residence.
Well wc will follow you there. Suppose he
resides in the United States all the time,
but lives in some valley of the Rocky moun
tains, or in some unexplored corner of Mam
moth cave, where ho hears nothing of our
civilization, laws, usages, and education;
in a word he is a savage; he has resided
sixty years in tho United States, and is one
to participate in tho rule of America. You
respond, it is not enough that he have re
sided here; ho should know our laws and
policy, and be acquainted with the genius
of our republican institutions. That is you
abandon the position of residence and as
sume a new ono of knowledge of our insti
tutions. Well, wc will follow you there.
Suppose he bo deeply versed in our history,
and profoundly rc-ad in our policy, but bo so
enamored of all despotism, has little confi
dence in the many, that he would prefer a
government an Emperor or a Czar. lie
is line who should rule America. You re
spond that it is not enough that lie knows
our institutions ; he should love them. Ah,
there you have it; you have found the true
American, tho man who ought to rule
America. Ho in whose heart the altar of
the country is erected, and before which al
tar ho renders the oblations of a pure and
perfect love. No matter what roek, island,
kingdom or continent, first nurtured his
body, if tho red leaves of his heart havo writ
ten on them the holy words of Liberty; if
those glorious syllables echo and reverberate
through tho chambers of his soul like sol
emn peals of music through the columned
aisles of some sacred cathedral, till the man
stop and tremble and palpitate with a voice
less sentiment of worship ; then he is a true
American, aud ought to participate, if it be
true that Americans should rule America.—

Mr. H. G. Farrell—Dear Sir: Actuated b> a £ense of
gratefulness, I submit the following as an instance of
the utility of your great medicine. My child, three
years old, was suddenly attacked with a terrible dis
ease, which in less than six hours prostrated it to to
tal heplessness. The limos became so rigid that not a
joint could be btnt; the flesh turned black and cold
and entirely deprived of feeling; the eyes fixed, partial
ly closed and altogether blind, following this was deaf
ness to all sounds; the spine became contracted and so
curved that when lying on its back the head and heels
only touched. Indeed, the child presented every ap
pearance of being dead. Immediately on the attack,
the family physician was called in, and for three weeks
he labored to restore it to feeling, but all in vain, al*
though it was blistered a dozen times and various rube
f&cient Liniments applied. A consultation of physi
cians was then held, but to no purpose, the case was
then brought before the Medical Society, but nothing
could be suggested which had not already been done,
and the doctor then told me he could do nothing more.
Wo then commenced applying your Liniment freely
over the entire length of the spine, and you may im
agine a parent’s joy, when, after a few applications,
returning animation was apparent; and it rapidly re
covered with the exception of the sight, which did not
become perfect for near a month. The child is now
healthy and robust as can be. Five other cases of the
same kind occurred previously in my neighborhood, all
of which died, when there is no doubt if your Liniment
had been used they would have recovered.

ed of Dr. iVi’Lano’8 Vermifuge by Dr. John But
ler, of Trumbull co. Ohio. The case was that of
a young lady who had been very sick for eight
years, and had consulted a number of physicians,
who had treated it as one of Prolapsus Uteri.—
Dr. Butler was then called in, and for a time, be
lieved with his predecessors that it was a case of
Prolapsus. Ho was, however, soon forced to the
conclusion that his patient was suffering from
worms, nnd after much persuasion, prevailed upon

consisting of four six pounder Brass pieces and two
twelve qounder Howitzers.
The Superintendent aud the Commandant are Gradu
ates of West Point, and ns both of tlic-m have had long
experience as Officers nud Teachers, the public may be
assured that the Government, discipline and course of
studies of the Institution will be strictly enforced.

into ten years ago, what a diffetoncc would there
be in point of pecuniary matters in this sectiou of
