ROLEY News Editor Houston County School Board Chairman Zell Blackmon asked the Houston County legislative delega tion for their assistance in keeping local decisions local. Blackmon told the delegation that the State Board of Education was getting more involved in local matters. "The further away they get from the locality, the further away they are from the facts," he said. Of particular concern, said Blackmon, was the possibility that the state BOE could overturn expul sions at the local level. He added that state BOE currently upheld most of Houston County’s expul sions, but there was a chance that the state BOE could eliminate ex pulsions all together. Blackmon said the Houston County BOE was concerned about removing a student who was a dan ger in the classroom only to have the student returned to the class room and "posing a danger to other students." However, he added that he also thought that there needed to be an oversight body over the various county BOEs, noting that some counties might punish a student or teacher for political rea sons. Anodier concern raised by the Houston County BOE was alterna tive schools and counselors in the elementary and middle schools. Board member Shirley Lowery asked if the Legislature was going to cut off funding for counselors in die lower grades. State Senator "Sonny" Perdue told the board that die counselor program enjoyed widespread support in the Legislature, and would prob ably be expanded. However, he said that any expansion depended on funds being available. Lowery also raised concerns about alternative schools for ele mentary students who were unruly in class, noting that the schools were beginning see a lot of prob lems existing in society.
