Lewis driving force
at Robins Air Base

ROBINS AFB, GA-In his
illustrious 44-year government
career, Eastman, Ga. native Clint
Lewis has been the driving force
behind a number of "firsts" and
"only" accomplishments for the
Technology and Industrial Support
Directorate at the Warner Robins
Air Logistics Center. Now it’s his
time to shine. Lewis has recently
been selected as the Department of
Defense Distinguished Civilian
Service Award winner for the entire
Air Force-the highest award given
by the Secretary of Defense to a
career employee.
Lewis, director of Technology
and Industrial Support, will be
honored along with five other
winners from the Army, Navy,
Marines, Office of the Secretary of
Defense and Defense Logistics
Agency in a ceremony at the
Pentagon tomorrow.
This award reflects exceptional
devotion to duty and extreme
significant contributions of broad
scope in scientific, technical or
administrative fields of endeavor
that have led to the increase of
efficiency, economy or
improvement in the operation of
the DoD.
Lauded as one of the top
executives in the DoD who has
molded his organization into a
world-class manufacturing center,
Lewis has directly affected many
vital programs which have saved
the government millions of dollars.
"The savings, improvements and
timely customer support realized
from development of in-house and
flexible computer integrated
manufacturing, initiation of self
managed teams, and rapid insertion
of technology have been
significant," stated his nomination
package.
Lewis and his organization are
considered a center of excellence for
aging aircraft while ensuring the
sustainability and readiness of the
Air Force fleet, said the
nomination. "He pioneered
advanced composite application to
numerous C-141, F-15, C-130 and
helicopter components which cut
the cost and repair time of fleet
grounding cracks in half while
doubling the service life," it said.
Some of Lewis' prominent
accomplishments include:\-
Installing of the state-of-art 5-Axis
Water Jet Cutting System which is
an Air Force-unique capability to
cut aluminum, titanium, steel and

more than one-third reduction in
material and labor, reducing cutting
time 90 percent while more than
tripling production and providing an
edge on supporting the new
generation of aircraft.
-Developing the capability to
organically manufacture, test and
certify a wide range of critical
aircraft fasteners-the only capability
of its kind in the DoD.
- Using a computer-aided design
to develop a gorilla fitting and
associated tooling to repair cracks
in the C-141 wing station 405 area
as well as a unique nondestructive
inspection technique which can
detect cracks without having to
defuel the wings and extract
fasteners (a patent is pending).
-Purchasing an $8.6 million
fluid cell press-the only one of its
kind in DoD. Use of the press has
reaped a 75 percent decrease in
forming time for a 40 percent
overall reduction in processing time
and a 40 percent savings in material
costs.
-Purchasing the Automated
Aircraft Rework Systems ystem--a
high-tech robotic cell in the F-15
Wing Repair Facility--which
provides a tremendous savings in
labor, accuracy and turnaround time.
-Initiation of the "PACER
WEEP’ project to organically
manufacture boron composite
patches for C-141 cracks preventing
long-term flight restrictions on this
much needed aircraft.
-Agressively pursued ways to
make the WR-ALC a better
"neighbor" by reducing hazardous
waste. He successfully completed a
two-year $14.7 million renovation
of the 30-year-old plating shop,
which includes state-of-the art
equipment to insure the shop can
operate in a pollution-free manner
the only totally environmentally
compliant shop in the DoD).
"Mr. Clinton Lewis' ceaseless
demand for excellence and
innovative ideas has resulted in
major improvements in the way the
Air Force and the Department of
Defense depots do business," said
his nomination. "His aggressive
leadership, wise initiatives and
unmatched foresight will have far
reaching effects into the next
century leaving a legacy of a leaner,
more responsive Air Force
positioned to take on any
challenge." *

“It was built to serve Northrop
and will also serve the Perry
Industrial Park,” he added.
Touching on the gas line, Deal
told the club that the system was
built in 1953.
Deal said, “Our gas all comes
from the Gulf of Mexico. So the
weather there can affect our gas
supply.”
To comply with government
guidelines, a gas leak survey is
done on an annual basis. Deal said
the equipment used is so sensitive
it can detect even small amounts of
gas that might leak.
Deal also looked at the sewer
system that operates in Perry.
“We have a 3 million gallon per
day capacity in that,” said Deal.
