Commissioner Gail Robin
son introduced a request
for qualifications for
“design-build" services.
Similar to an invitation to
bid. the request for qualifi
cations seeks a contractor
who will coordinate the
design phase as well as
construction.
Robinson said the overall
cost for the projects will be
about $650,000, a cost
which has been included in
the county's FY2OOO bud
get.
According to the terms of
the request, the projects
are to be completed by
June 30. 2000.
The new fire station in
Centerville will be jointly
financed by the county gov
ernment and the city of
Centerville, and will be
jointly titled when it is com
pleted. The city of Center
ville received a grant to pay

percent of the community
newspaper readers consid

The survey also found
that 58 percent of commu
nity newspaper readers
depend on their local news
paper as their primary
source for advertising.
Even with the internet
and all the other sources of
information, nothing has
come along that can
replace the community for
information of local inter
est.

order to build a casino.

All the stories read the
same. You, and the other
papers, have run essential
ly the same article for all
these months. Why?
What little can be
gleaned from these articles
is that there is double taxa
tion in some areas, the
cities seem to agree upon
that; the cities of Center
ville and Perry seem to
think that rather than lose
state funding it is better to
sign the agreement as it is
now written and argue with
the county later.
That may be the best
course of action, but I also
get the sense from what has

the legislation in the first
place, and that is the fact
that a certain race of Amer
ican citizens are given the
right by our U.S. Congress
to build gambling casinos,
even if only on present
reservations.
But then, to allow this
particular race, and this
race only, to purchase
additional “reservations’’
across this country on
which to construct gam
bling casinos, is a gross
injustice to other Ameri
' cans and a direct slap in
the face of local and state
laws.
Some might say that if
our state can run a lottery
been written that the coun
ty isn’t particularly moti
vated to hold these discus
sions.
On the other hand Mayor
Walker feels that the issue
needs to be settled and the
only way to do that is to use
the leverage of withholding
his signature from the doc
ument to force the county
to hold serious discussions
with the cities.
Without knowing all the
facts I find it hard to argue
with his point of view.
You, and the other area
papers, have done nothing
in furnishing facts of the
dispute to clarify this issue
with your readers.

run casinos? Folks, there
is a big. big difference
here. Even thought I was
not one of them, the state
lottery law was passed by
a majority vote of our citi
zens. Beyond that, the
profits got to benefit all
races, not just one.
I am glad Gov. Roy
Barnes strongly opposes
this wild move by our
American Indians. I trust
his influence will lead
toward our U.S. Congress'
quickly correcting their
“mistake."
