Notice of Draft Title V Operating Per
mit
To All Interested Parties:
The Georgia Environmental Pro
tection Division announces its intent
to issue a Title V Air Quality Operating
Permit to Mid-Georgia Cogeneration
Facility. The facility is located at 200
Oaky Woods Road, Kathleen, Geor
gia. The primary purpose of this per
mit is to consolidate and identify exist
ing State and Federal air require
ments applicable to Mid-Georgia
Cogeneration Facility and to provide
practical methods for determining
compliance with these requirements.
Title V Operating Permits are being
prepared in accordance with Title V of
the Clean Air Act by the Georgia Envi
ronmental Protection Division (EPD).
This permit will be enforceable by the
Georgia EPD and the U.S. Environ
mental Protection Agency.
The facility consists of two com
bined cycle combustion turbines
(TOOI and T 002) each rated at a nom
inal electric output capacity of 106.54
MW, and on auxiliary boiler (B 001)
rated at 93.7 MMBtu/hr. The turbines
and boiler are filed with natural gas
(primary) and low sulfur distillate fuel
oil (backup).
The draft permit and all information
used to develop the draft permit are
available for review. This includes the
application, all relevant supporting
materials and all other material's avail
able to the permitting authority used in
the permit review process. This infor
mation is available for review at the
office of the Air Protection Branch,
4244 International Parkway, Atlanta

draft permit, narrative, application
summary, and permit application,
these documents will be available at
our internet site.

comments concerning the draft Title V
Air Quality Operating Permit. Persons
wishing to comment on the draft Title
V Operating Permit are required to
submit their comments, in writing, to
EPD at the above Atlanta address.
Comments must be received by the
EPD no later than 30 days after the
date on which this notice is published
in the newspaper. All comments
received on or prior to that date will be
considered by the Division in making
its final decision to issue the Title V
permit.
Any requests for a public hearing
must be made within the 30-day public
comment period. A request for a hear
ing should be in writing and specify, in
as much detail as possible, the portion
of the Georgia Rules for Air Quality
Control or the Federal Rules which the
individual making the request is con
cerned may not have been adequately
incorporated. A public hearing may be
held if the Director of the EPD finds
that such a hearing would assist the
EPD in a proper review of the pro
posed facility’s capability to comply
with the Federal and State air quality
regulations.
This draft Permit is simultaneously
being issued as a proposed Title V
Permit for review by the US EPA in
accordance with 40 CFR 70.8. The
draft/proposed Title V Permit is under
going a parallel permit review in
accordance with the “Title V Operating
Permit Program Implementation
Agreement” between the Georgia
Department of Natural Resources and
the US EPA, Region 4. The US EPA’s
review period extends for an addition
al fifteen (15) days after the expiration
of the thirty (30) day public comment
period. Should the draft/proposed Per
mit be changed by EPD following the
public comment period, the US EPA
may reinstate its forty five (45) day
review period subsequent to the thirty
(30) day public comment period.
After the comment period has
expired, the EPD will consider all
comments, make any necessary
changes, and issue the Title V Oper
ating Permit. Copies of the final Title V
Operating Permit, comments
received, and any other relevant infor
mation will then be made available for
public review during normal business
hours at the Atlanta address.
