Perry Council splits on last-minute request

Faced with a tie vote on a zero-hour
request from subdivision developers.
Perry Mayor Jim Worrall voted yes
committing the city to providing sewer
service to a site outside the city limits
along Bear Branch Road, but only if the
Houston County Commissioners agree
that the city can lay the sewer lines
along the existing county right of way.
The vote, which followed a prolonged
discussion at the Dec. 7 City Council
meeting, was in response to a request
from local realtor Donny Free on behalf
of two developers with an interest in
building a subdivision with 17 to 24
lots. Free said that his clients needed a

definite answer in time to make a deci
sion to purchase the land on Dec. 8,
because there was another potential
buyer.
City Manager R. Lee Gilmour said
one option would be for the developers
to pay the estimated cost of $53,000 for
the equipment and work, and for the
city to reimburse the developer out of
the tap fees from new customers. How
ever, the developers found this idea
unacceptable, and Free said, “That’s a
dream. Developers aren’t going to pay
for sewer lines.”
The final proposal, made by Council
man James Moore, was lor the city to
pay the cost of the sewage extension ,
contingent on the County Commission

standing that the subdivision will meet
the city’s building regulations and will
be annexed as soon as annexation is
possible. Nothing was included In the
vote regarding cost or time frame.
Councilman Billy Jerles voted
against the plan for the city to stand
the cost, arguing that there was not
enough time for proper study.
Council members Ralph Gentry and
Phyllis Bynum-Grace also voted no.
Council members Moore, Bobby Glover
and Charles Lewis voted for the plan,
with the Mayor breaking the tie with
his vote.

Extension agent

been hired as the new Hous
ton County Agent . His
appointment was approved
by the County Commission
ers at their regular meeting
on Dec. 7.
A Georgia native with
degrees from Abraham Bald
win College, the University
of Georgia, and Auburn Uni
versity, Welsh is an agrono
mist with a strong back
ground in research and
teaching.
He will be based at the
Perry office of the University
of Georgia Extension Ser
vice. He and his wife Kay,
and children, 12-year-old
Mark and 8-year-old Mar
garet, plan to move to Hous
ton County soon.
The Commissioners also
approved three appoint
ments. Trudie Warren was
named to a four-year term
on the Hospital Authority
Board. Kristina Simms and
Dr. Ruth O’Dell were named
to the Phoenix Center Com
munity Service Board.
Commission Chairman J.
Sherrill Stafford spoke
briefly on the success of the
“Vision 2020" conference on
health and human services
planning held in Warner
Robins from Nov. 30
through Dec. 2.
He said that a subcom
mittee had been named and
is already at work, coming
up with a mechanism for
long range planning to cre
ate a heaJthy community.
In a continuing long
range planning effort, the
Commissioners will meet
with the Perry City Council
at 6:30 on Dec. 15 to dis
cuss a number of issues.
