the Issuer, between the Issuer and Sun-
Trust Bank. Atlanta, Atlanta, Georgia, a
Georgia banking corporation duly
authorized to accept and execute trusts
of the character set out in the Indenture
(or such other institution as the Issuer
shall approve), as Trustee, under which
the Bonds will be issued. Any citizen of

Ducks Unlimited predicts
bumper duck population
The deer season is slowing
down, so now is the time a
lot of hunters start thinking
about some serious duck
hunting.
According to Ducks
Unlimited, the world’s largest
duck conservation organiza
tion, Waterfowl enthusiasts
all over North America are
awaiting the largest fall flight
of ducks in 50 years, but
biologists are warning that
this year’s unusually warm
and dry weather in many
areas could mean that many
birds might alter their tradi
tional migration behavior.
“Many ducks and geese
won’t move south until cold
weather freezes their water
sources." said Bruce Batt,
Chief Biologist for Ducks
Unlimited, inis year’s per
sistent, warm weather well
into fall means that many
birds are still much farther
north than they would usu
ally be this time of year.
That was the prediction
this fall, but of course the
ducks always show up late
in Georgia and if we get any
migrating ducks it is usually
at the tail end of the season.
A bumper crop of ducks is
expected for the 1999-2000
hunting season according to
Ducks Unlimited. Reflecting
improved habitat conditions
throughout much of their
breeding range, the popula
tion of breeding ducks rose
by 12 percent to 43.8 million,
according to the U.S. Fish
and Wildlife Service’s 1999
annual survey of key nesting
areas for breeding ducks.
The increase reverses an 8
percent decline in 1998, and
represents a 34-percent
increase over the long-term
average breeding population
since 1955. Prior to me 1998
decline, duck populations
enjoyed three straight years
of increases.
Breeding populations of
mallards rose 15 percent to
11.1 million, 51 percent
greater than their long-term
average. Blue-wingea teal
numbers, at 7.2 million,
were similar to 1998, but 66
percent greater than the long
term average. Other species
also saw Improvement, with
northern pintails up to 21
percent, northern snovelers
up 22 percent and green
winged teal up 61 percent.
Scaup populations rose
27 percent, an encouraging
sign for a population that
has declined steadily in
recent years. Despite the
improvement, scaup popula
tions remain 18 percent
below their historic average.
Pintail populations also
remain 30 percent below
their long-term average.
An early warm spring and
good precipitation created
abundant ponds and excel
lent nesting cover in much of
the survey area. Most of the
Dakotas, northern
Saskatchewan, the North
west Territories and Western
Ontario saw improved habi
tat conditions over 1998. The
estimated number of May
ponds in prairie Canada and
portions of the north central
U.S., critical] to the reproduc
tive success of waterfowl,
rose 46 percent over 1998
levels, to a level 37 percent
above the long-term average.
“It’s heartening to see
duck populations at these
impressive levels. While
improved habitat and weath
er had much to do with the
improvement, wetland
restoration efforts deserve a
good share of the credit,"

years, we enjoy record duck
populations, but the need for
continued habitat conserva
tion has not diminished," he
added.
According to preliminary
estimates of waterfowl har
vest and hunter activity
gathered during the 1998-99
season through the Harvest
Information Program,
hunters harvested over 16.5
million ducks, a 4 percent
increase over the previous
season. Persons buying
duck stamps for hunting
averaged nearly 9 days afield
and harvested an average of
more than 10 ducks, an
increase of 7 percent over
the previous season's level.
"Improved duck numbers
don’t always translate Into
greater hunting success, as
any hunter knows. But the
best way to ensure contin
ued hunting opportunities is
to conserve populations by
doing everything we can to
protect, restore and even
rebuild waterfowl habitat,"
says Ducks Unlimited.
In other Ducks unlimited
news, recently the House
Committee on Resources
voted to send the Conserva
tion and Reinvestment Act
to the House floor. This suc
cessful vote was an essentia)
first step in the process of
passing this important con
servation legislation.
Successful passage by the
Committee was the product
of several months of negotia
tions among key members of
Congress, state fish and
game agencies and conser
vation groups like DU. The
new bill will reinvest a por
tion of outer continental
shelf oil and gas revenues,
which now go to the general
treaSttr.,- '■* into natural
resource conservation:
Of particular interest is
the $350 million annually
that would be available to
states for wildlife conserva
tion. In this way. CARA will
provide substantial amounts
of funding to carry out
essential habitat conserva
tion for an array of wild tie
species in a way that ! ias
never been feasible before.
Many people and organiza
tions have been involved in
’ moving CARA successfully to
its present status.
DU members, volunteers,
and supporters, in particu
lar, are to be commended for
editorials, letters, emails,
etc. urging Congress to pass
this monumental conserva
tion legislation. But our
work is not complete. CARA
will go before the House of |
Representatives for full
House vote next year.
That’s when DU support
ers(and everyone else inter
ested in wildlife conserva
tion) will need to rise up
once again and let Congress
know that CARA is an oppor
tunity too Important to let
