Savannah. 14th March, IH'il
To the Editor* <f the Southern Confederacy:
The Convention has been ia session since
Thursday Iasi. Dut little business of interest
has been transacted as yet. The question of
reducing the Legislature is the most important
matter that has been considered during thru
sesuon, and hits elicited a very interesting sad
able deb.te uu both sides of the question. I
am, however, happy to find 'bat no one opposes
it ou it* merits ; and all the opposition it Las,
come* from a doubt in the uiinda of some tr rn*
her* as to the power of the Convention to take
action upon any measure not commoted in
smiic way with our Itte Fedjr.il relations. All
admit that our ponderous Legislature is the
greatest domestic nuisance wi.h winch the
State is now afflicted; and I suppose there is
hardly an hnueH man in Georgia, who is not
ia favor of having ths measure consummated
by some moans, at the earliest posille mo
ment.
Just belore the adjournment to-day, a vote
was taken rn a motion to potupone the whole
aubjtct till ihe 25<h Jay of December next, re
suiting in 200 io 61 against p istponing. This
vote iudic-tic* that the Reuuctioii Ordinance
wili certainly puss iu a few d ijs—as soon as
(be details cun be Agreed upon. Of this 1 have
no doubt; and whether it be strictly within
the power of the Convention to make the re*
duct ion or not, the whole people of Georgia,
with united voice, will builauJ indorse ii with
a hearty enthusiaMn, a* the consoinmaiiou of
the most greatly needed reform in our State
Legislation. Our General Assembly, for the
lnet six year*, has hud the necessity of this
important measure pressed upon it ; but bus
utterly refused to comdder mid net upon it.—
That body inu9t not now complain if this work
is taken out of its hands
Intelligence thnt the Congress itl Moulgoin
ery hud completed their labors in forming a
permanent Constitution for the Confederate
States of Ametioa, has been communicated to
• he Piesidrnt of our S:ate (.'on vent ion by the
President of Congress, and was this morning
announced iu the Convention. Our delepn'es
to Montgomery will be Itrre in a tew days, und
will lay the instrument before tho Convention.
It will uo duu* t be adopted by all the Suites
at an early day, and the machinery of a per
manent government will soon be in successful
operation. We ure the greitest peoj le on
earth, having the finest soil, climate nuJ pro
duction?, and are the most eligibly situated of
any country which the sun of heaven shines
upon. If we—stripped as we now ar* of the
clogs and impediments which our late connec
tion with the fanatical negropilists of th* North
imposed upon us—do not make the most rap
id progress in all (hit ennobles and makes a
people great and powerful, it wili be our own
fault. We have every ndvun'ngc anil every
element for unparalleled advancement and
glory tliut earth can bestow on utty people.—
Our destiny i* in our own hands—let every
one do hi* whole duty, and the result will hp
glorious.
The quest bn of war or peace will be solved
iu u few days, no doubt. Oar Commissioners
at Washington arc aide and experii need states
man, wiio well know our righ's. When a te-
ply to llieir just dtmnnds is given, we shall
know what we have to depend upon. All pa
triots desire t avoid war it possible; but if
we catiuot Uow reitle the question peaceably,
it wiil be plain that we never could have done
*o. If war u.u?t come, the brave hearts and
a'roog atm* of the * ; 'n* of the South are rea
dy to meet the is?ue We shall triumph—no
matter what the odds may be. Five millions
of people, such as we are, cau uever be con
quered on their own soil—though tho world
were in arms agaiust them. S.
Tiik IUttlk-nakk Fi.\o—In tho life of
Chief Justice Marshall it Is related that while
he wav studying law the approach of the
American Revolution inspired him with mili
tary ard ir. He joined a Company which was
soon called into action by Fat rick Henry to
drive Governor Dinmnore from Virginia —
Three companies assembled, if which one
was the Culpepper Minute-men, who wore
green hunting shins with “ Liberty or Death '•
in while letters cn the bosom Their banner
displayed a coiled rattlesnake with the mot'#:
••Don’t Tread on Me.” Marshall belonged io

Hanking party which gallantly advanced in
the face of n murderous fire and terminated
the engagement at the Rattle of the Great
Bridge.
