Locuvillb, April 17 — An immense meeting
of citisene was held to-day, at which enthusi
astic resolutions were unanimously passed ap
proving the cour** of dor. Magotfiu In refusing
to furnish Kentucky's quota of troops called
for by the Federal Government, and declaring,
that if war must corue, Kentucky will go with
tha South.

Richmond, April 1G.—A dispatch was re
ceived lust night by the Hon. Robert Toombs,
from Capt. £coti at Richmond, stating that
Virginia will secede to-day, and tha Union
men are ready to join the seceded States. A
heretofore Union man will introduce the ordi
nance of recession The excitement in North
Carolina occasioned by the recent demonstra
tion at Charleston, is intense. North Carolina
till follow Virginia—so will all the Border
Statas.

The Hazel Dell, Capt. Metcalf, came iuto
port yeatsrday from Cincinnati.

ing tbe fire in Mr. McArthur's building last
night. For though tbe burning building was
surrounded by frame dwellings, and a high
wind blowing at the time, their almost super
human exertions preveated any further pro
gross of the flames, by which a vhsI amountof
property, aud probably life, hus been saved.

capturing its forts, and thereby subverting its
independence and subjugating the free people
thereof to the dominion of a forced power; and,
whereas, it has (bus become tbs duty of ibis
Government to repel the threatened Invasion,
and to de'end the rights and liberty of ihe peo
ple by all the mean* which tbs lews of Nations
snd tbe usages of civilised warfare place at iu
disposal; Now, therefore, I, JcrraxsoN Davis,
President of the ConfederateStateaof Amorioa,
do issue this my Proclamation, inviting all
those who may desire, >y service in private
armed vessels on the high seas, to aid this Gov
ernment in tesisting so inhuman and wicked
an aggression, t » make application for Commis
sions, or Letters of Marque aod Reprisal, to be is*
sued und»r the Seal of these Con federate States;
snd I do furthermore notify all persons apply
ing for Letter* of Marque to make a statement
in writing, giving tbe name and a suitable des
cription of the character, tonnage, and force
of the vessels, and tbe name and place of resi
dence of each owner concerned theiein, and
the inteoded members of the crew; and to
sign *aid statement, and deliver tha same to
tbe Secretary of Stat6, or to tbe Collector of any
Port of Entry of these Confederate States, to be
by him transmitted to the Secretary of State

Letter of Marque, is issued to sny vessel, the
owner or owners thereof, and the commander
for the time beiog. will be required to give
bond to tbe Coufrderate States, with at least
two reap msible surilies not interested in such
vessel, in tha penalty of five thousand dollars;
or, if such vessel be provided with more than
one hundred and fifty men, then in the penal
ty of ten thousand dollars, with the condition
that the owners, officers and crew who shall
be employed on board such commissioned ves
sel, shall observe tbe laws of these Confederate
States, snd the instructions given for the regu
lation of their conduct; that they shall satisfy
all damages dime contrary to the tenor thereof
by such vessel, during her commission, and
deliver up the same when required by tbe
President of the Confederate States; and I do
further specially enjoin on all persons holding
offices, c’vil and military, under the authority
of the Confederate States, that they bo vigilant
and zealous in discharging tbe duties incident
