It will probably surprise Mr. Lincoln’s
friends quite as muoh as we have been sur
prised,to learn (bat he isfully and unequivocal
ly committed to the very “philosophy” which
he is now endeavoring to “crush out” by
(•ringing to' bear against its adherents the
whole military of the Government. Yet such
is the fact.
Tbe following is an extract from a speech
delivered by Abraham Lincoln, (the rums Lin
coln who is now President of the United
Slates) in tbe Houee of Representatives Jan
uary 12, 1848. And in order to enable every
reader to assure himself of its authentioi y,
we will mention that tbe speech may be found
in tbe Appendix to tbe Congre>siounl Globe
of the 8Utb Congress, (1st session,) page 94.

“Any peoplk, anywhere, being inclined and
having the power, have the right to rise up
and shake off the existing government, and
form a new one that suits them better. This
is a most valuable, a most sacred right—a
right wbioh, we hope and believe, is to liber
ate the world. Nor is this right confined to
oases in which the whole people of an exist
ing government may choose to exeroise it.—
ANY TORTION of such people that can, mag
revolutionize, and make their own of so much
of the territory as they inhabit. More than
this, a majority of any portion of such people
may revolutionize, put down a minority, inter
mingled with, or near about them, whe may
oppose their movements. Such minority was
precisely the case of the Toriea of our own
Revolution. It is a quality of revolutions not
fo go by old lines, or old laws to break up
both, and make new ones.”
