It must be allowed that Saward it a most
cunning, adroit and wary politioian, and ia
thoroughly imbued with all those federalists
notions of Government which have always
beett tbe bane of Ibis country. It Is also pon*.
sible that his reply to Gov. Hioks may have
been but an artfnl dodge to cover up his plans,
but io favor of all this wo have nothing more
than suspicions. It seems do more than gen
erous to give our political opponents, at least
occasionally, credit of fair intentions. Of one
thing, however, there can be no doubt. A
sympathy with England has always existed
between the Federal school of politicians in
this country ever sinoe the Revolutionary war.
The Jays, the Adamses of the North, were
never true to tbe Democratic State lights prin
ciple, and it was the universal prediction of
that party that our Government never would
be successful under the present State Rights
Constitution. If Mr. Hamilton could have
had his way, he would have almost entirely
obliterated State lines, and with a Senate and
an Exeoutive during good behavior, or for life,
would have instituted a consolidated system
which would have been tbe stepping-stone to
any tyranny that unscrupulous cr ambitious
demagogues might have desired.
Southern statesmen preserved our country
from this tremendous danger, and though the
Hamiltoos and Adamses accepted the Consti
tution after it was passed, and doubtleaa with
good intentions assisted in carrying U
into execution, yet they always leaned to
the most liberal construction of the instru
ment, and were always claiming under it
powers which the sirict constructionists de
nied. The Alien and Sedition Laws were de
fended under tbe clause of “general welfare,”
and every conceivable enormity upon the rights
of the people might easily have been claimed
under tbe same excuse. Mr. Jefferson was
accustomed to declare that had Mr. Adams’
theory been established as tbs polioy of tbe
Government, it would have justified revolution,
as it was essentially tbe overthrow of our sys
tem.
The .same principles are, now at work in
our present* difficulties. Mr. Lincoln shows
the Federal blood in his veins by 'asking,
as he did in one of bis speeches, “Wherein
does a Stale differ from a county ?” And
the attempt of a portion of the States to
subjugate another portion, is perfectly in keep •
ing with the whole tenor of Federal centrali
zation, from the days of John Adams to tbe
present time. Centralization — Consolidation,
is Britishism ; and whether Mr. Seward is di
rectly leagued with the English Government cr
not, be is none the less tbeir instrument to ac
complish these purposes. We would not obarge
such a crime upon any man without the most
abundant proof. We have the right, however,
to say, and have said, that there are clrcuin-
ces about Mr. Seward’s trip to Europe, and
tbe subsequent visit of the Prince of Wales to
this country, whiob, to say tbs least, were sus
picious.
Ever since ibe last war, English statesmen
have never believed they would conquer this
country by, force of arms Hence they have
bad recourse to the anti-slavery polioy as a
cause of division among us. No power ever
ruled the world, so compact, so vigorous, so
intelligent in eonseption and ao resolute in ac
tion as the English oligarohy. Hatred to free
institutions and grasping avarice are ite foun
dation stones. They bav# never ceased to
curse Lord North for bis stupid policy, which
lost them, tbe new World from their empire. To
get it back, to control ibetrede of ibe World,
to pour the wealth of both tbe Indies into im
perial London is darling the of Eogliah states
men. If the slaveholders were overthrown,
“the loudest yelpers for liberty,” as Dr. John
son called tbem, would be silenced, and fol
lowing that would be tbe triumph in this coun
